The East London Industrial Development Zone (ELIDZ) invites suitably qualified service providers to submit proposals for the provision of international travel and accommodation services. The contract will run for a period of three (3) years.
ELIDZ Seeks International Travel Service Provider
The ELIDZ requires a professional travel agency to provide end-to-end international travel and accommodation services for its staff, stakeholders and customers. The appointment will ensure easy mobility and compliance with National Treasury Instructions on Cost Containment Measures.
Scope of Work and Service Requirements
The successful service provider will deliver:
- International reservation and ticketing including air tickets and private jet services
- Reconfirmation and revalidation of airline tickets
- Negotiation of discount rates for airlines, hotels and car hire
- Car hire and shuttle services with vehicles not less than 1.6 litres
- International accommodation reservations with minimum three-star grading
- Conference and venue arrangements
- Visa application assistance
- 24/7 emergency and support services
- Payments on behalf of ELIDZ
Mandatory Requirements for Bidders
Bidders must submit the following compulsory documents:
- Valid B-BBEE Certificate or Sworn Affidavit
- Company profile with proof of office location
- Valid Tax Clearance Certificate or SARS PIN
- Three completed and verifiable reference letters
- Two years’ audited financial statements
- CVs of Key Accounts Manager and Senior Consultant with qualifications
- Completed ELIDZ Procurement Handbook
- CSD registration certificate
- IATA registration documents
- ASATA registration documents
- Joint Venture documentation if applicable
Functional Evaluation Criteria and Scoring
Bidders will be evaluated on functionality with a minimum qualifying score of 70 points out of 100. The criteria include:
- Company experience in international travel and accommodation services (30 points)
- Key Accounts Manager experience (20 points)
- Senior Consultant experience (20 points)
- Reference letters rating (30 points)
Price and Preference Point Evaluation
The 80/20 preference point system will apply, with 80 points allocated for price and 20 points for specific goals. Preference points will be awarded for 51% Black ownership (10 points), Eastern Cape-based suppliers (5 points), youth ownership (1 point), women ownership (1 point) and SMME status (3 points).
