Pixley Ka Seme District Municipality in the Northern Cape has issued a Request for Quotation (RFQ 09/2026) for the supply and delivery of IT equipment, specifically laptops. Scope of Supply
The successful bidder will be responsible for the provisioning of laptop computers that meet the municipality’s technical specifications. Key operational deliverables include:
- Supply and delivery of laptops as per the detailed specifications outlined in the RFQ document.
- Provision of firm pricing that is inclusive of VAT, with no allowances for price variations.
- Delivery to the Pixley Ka Seme District Municipality offices at 01 Culvert Road, Industrial Site, De Aar, 7000.
- Submission of brand and model details for evaluation purposes.
- Compliance with all applicable South African technical standards and warranty requirements.
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a comprehensive documentation package. Essential submissions include:
- A valid Central Supplier Database (CSD) registration report not older than three months.
- Certified copies of Company Registration Documents (CK).
- Certified ID copies of all company directors.
- A valid SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit to qualify for preference points.
- All certified copies must not be older than three months from the date of the advertisement.
Evaluation and Preference Criteria
Quotations will be evaluated in terms of the 80/20 preference point system as prescribed in the Preferential Procurement Policy Framework Act (No. 5 of 2000) and the Preferential Procurement Regulations 2022. The evaluation allocates points as follows:
- 80 points for price competitiveness.
- 20 points for specific goals based on locality:
- 20 points for suppliers within Pixley Ka Seme District Municipality.
- 12 points for suppliers within the Northern Cape Province but outside Pixley Ka Seme District Municipality.
- 8 points for suppliers outside the Northern Cape Province but within South Africa.
The successful provider will be the one scoring the highest points and will not always be the lowest bidder.
Submission Guidelines
There will be no briefing session for this procurement. Quotations can be submitted via two methods:
- By Post: Quotations may be posted to Pixley Ka Seme District Municipality, Private Bag X1012, De Aar, 7000.
- By Hand Delivery: Quotations may be delivered by hand to the municipality’s offices at Culvert Road, De Aar, 7000.
The strict closing time is 12H00 on Wednesday, 11 November 2026. Bidders must ensure that their quotations are delivered timeously to the correct address.
