Enoch Mgijima Local Municipality invites suitably qualified and accredited training providers to submit quotations for the appointment of an accredited training provider to conduct PSIRA Grade E and D security training.
Enoch Mgijima Municipality Seeks Security Training Provider
The Municipality intends to train seventy (70) internal staff members and unemployed youth from Komani, Tarkastad, Molteno, Sterkstroom and Whittlesea to be trained and compliant as per the Private Security Industry Regulatory Authority (PSIRA) Act. Training must be PSIRA and SASSETA accredited.
Scope of Work and Training Requirements
The successful service provider will conduct:
- PSIRA Grade E – Access Control / Gate Security (5 days)
- PSIRA Grade D – Access Control with Patrol clock point system (5 days)
- Training must include both theory and practical components
- Total duration of 10 days for Grade E and D
- Training venue within 50km radius of Komani or at municipal venue
- Provision of learning material, manuals, workbooks, two-way radios, batons, handcuffs and uniforms for practicals
- Daily attendance and photos
- External assessment and moderation
- PSIRA registration including individual certification and ID cards
- Fingerprints at SAPS
- Issue of SASSETA statement of results and PSIRA certificates
Mandatory Requirements for Bidders
Bidders must submit the following compulsory documents:
- Valid PSIRA Accreditation Certificate as Training Centre for Grade E and D
- SASSETA Accreditation number for National Certificate: General Security Practices – NQF Level 3
- Instructor certificates with PSIRA Grade A+ registration and Facilitators Certificate NQF 5
- Valid PSIRA Letter of Good Standing
- CSD Registration
- Company registration document (CK)
- SARS Tax Compliance Status PIN
- Certified ID copies of directors
- Comprehensive JV agreement if applicable
- Company profile with proven previous experience
- Valid public liability insurance
- Statement of municipal account not older than three months or lease agreement
Functional Evaluation Criteria and Scoring
Bidders will be evaluated on functionality with a minimum qualifying score of 70 points. The criteria include:
- Company experience and financial capacity with relevant work completed (30 points)
- Key personnel experience and qualifications (20 points)
- Methodology approach and time frames (20 points)
- Training plan and schedule (30 points)
Price and Preference Point Evaluation
The 80/20 preference point system will apply, with 80 points allocated for price and 20 points for specific goals. Preference points will be awarded for B-BBEE status level (10 points) and locality within Enoch Mgijima Municipality (10 points), Chris Hani District Municipality (7 points), Eastern Cape (5 points) or outside Eastern Cape (3 points).

How to Submit Your Quotation
Submit your completed quotation in a sealed envelope marked with the bid number and description to the Bid Box at the Budget and Treasury Office, 25-27 Owen Street, Queenstown, before 24 September 2026 at 12:00. Late submissions will not be accepted.
