The Department of Public Works and Infrastructure (DPW) has issued an open Request for Bid under tender number H25/022AI for the appointment of civil engineering consulting firms to deliver professional services for the upgrade and replacement of bulk civil engineering infrastructure at Thaba Tshwane, Pretoria. The project includes comprehensive rehabilitation of water, sewer, stormwater, and firefighting reticulation systems, as well as sinkhole remediation in dolomitic areas. Submissions close at 11:00 on Tuesday, 10 February 2026.
A compulsory site briefing will be held on 29 January 2026 at 12:00 at the Construction Unit, Paul Kruger Road, Thaba Tshwane. Attendance is mandatory for all bidders.
Project Scope: Critical Infrastructure Rehabilitation in a Strategic Military Zone
The selected consulting firm will provide end-to-end civil engineering services across key defence and public facilities, including:
- Air Force College, Defence College, Clothing Depot, Palliative Care Unit, SAFL Garage, and G15 Military Unit
- Full replacement and upgrading of water, sewer, stormwater, and firefighting reticulation networks
- Sinkhole and doline rehabilitation in high-risk dolomitic zones
- Demolition of unsafe structures compromised by ground instability
- Compliance with SANS 10200, ECSA guidelines, and national infrastructure standards
The project operates under the National Department of Public Works & Infrastructure’s Scope of Engineering Services and Tariff of Fees.
Mandatory Eligibility and Documentation Requirements
Bidders must meet strict technical and administrative criteria:
- Valid registration on the Central Supplier Database (CSD)
- ECSA registration as a Professional Engineering firm
- Professional Indemnity Insurance of at least R15 million
- COIDA Letter of Good Standing
- Three verifiable references for similar civil infrastructure projects over R20 million in the past five years
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
Joint ventures must submit a notarised agreement and ensure all partners meet these requirements.
Evaluation Process: Functionality Threshold and 80/20 Preference System
Proposals will undergo a two-stage evaluation:
- Functionality Assessment: Based on technical methodology, staff expertise, past performance, and understanding of dolomitic terrain challenges
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and local presence)
Only bidders scoring above the functionality threshold will proceed to price evaluation.
