    Hessequa Municipality Seeks PPE Supplier for 3-Year Contract

    The Hessequa Municipality in the Western Cape has issued an open tender (HES-CORP 06/2627) for the supply and delivery of protective clothing and equipment. This strategic three-year contract is designed to ensure that municipal workers across various departments are equipped with high-quality, compliant, and durable personal protective equipment (PPE), thereby safeguarding their health and safety in accordance with occupational health and safety regulations.

    Scope of Supply

    The successful service provider will be responsible for the consistent provisioning of a wide range of specialized protective gear. Key deliverables include:

    • Supply of SABS-approved safety footwear, including steel-toe cap boots with slip-resistant and anti-static properties.
    • Provision of specialized apparel such as chainsaw operator trousers, arc flash hoods, two-tone rain suits, and black breath-ex jackets.
    • Delivery of protective handwear, including latex surgical gloves, PVC gloves, impact gloves, and chainsaw gloves.
    • Supply of head and respiratory protection, featuring lightweight ABS hard hats with integrated accessory slots and reliable half-mask respirators.
    • All items must meet strict South African National Standards (SANS) or equivalent European Norm (EN) specifications, with proof of compliance required.

    Special Conditions and Document Access

    A critical special condition applies to this procurement: tender documents are available at a non-refundable fee of R200.00 per set. Prospective bidders must make payment via cash or bank deposit to the Hessequa Municipality’s First National Bank account (Account Number: 5357 1024 174, Branch: Riversdale, Branch Code: 200313) using the reference “HES-CORP 06/2627”. Proof of payment must be emailed to leanne@hessequa.gov.za to receive the full tender documentation package.

    Mandatory Compliance Requirements

    To be considered responsive, bidders must submit a fully compliant documentation package. Essential submissions include:

    • A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
    • A current SARS Tax Compliance Status PIN.
    • A valid B-BBEE certificate or sworn affidavit.
    • Valid SABS approval certificates or test reports for the specific protective clothing and equipment being quoted.
    • A formal declaration that the bid will remain valid and irrevocable for 90 days after the closing date.

    Evaluation Criteria

    Tenders will be evaluated and adjudicated in strict accordance with the Preferential Procurement Policy Framework Act and the Hessequa Municipality’s Supply Chain Management Policy. The scoring system allocates:

    • 80 points for price competitiveness.
    • 10 points for B-BBEE contribution.
    • 10 points for locality preference, favoring enterprises operating within the municipal area.
      The municipality reserves the right to withdraw the invitation, reject any tender, or accept a bid in part.

    There will be no briefing session for this procurement. Fully completed original tender documents must be placed in individually sealed envelopes, clearly endorsed with the tender number, title, and closing date.
