    KZN Public Works Seeks Security Provider for 36-Month Contract

    The KwaZulu-Natal Department of Public Works and Infrastructure has issued an open tender (ZNTL001/2026) for the appointment of a suitably qualified service provider to render comprehensive security services at the Midlands Regional Office. This strategic 36-month contract aims to ensure the safety, security, and operational integrity of the department’s regional facilities, personnel, and assets in Ladysmith and surrounding areas.

    Scope of Services

    The successful service provider will be responsible for delivering a robust, round-the-clock security management solution. Key operational deliverables include:

    • Provision of armed and unarmed PSIRA-registered security officers for day and night shifts.
    • Implementation of strict access control, visitor management, and vehicle search protocols.
    • Routine and irregular perimeter patrols to deter unauthorized access and mitigate security risks.
    • Emergency response coordination and incident reporting in strict adherence to departmental policies.
    • Continuous compliance with the Private Security Industry Regulatory Authority (PSIRA) regulations and the Occupational Health and Safety Act.

    Compulsory Briefing Session

    Attendance at the official briefing session and site inspection is strictly mandatory. Failure to attend and obtain the official attendance certificate will result in the immediate disqualification of the bid. The session is scheduled for Wednesday, 18 November 2026, at 10:00. It will be held at 71 Karellandman Street, Dundee, 3000. Bidders are advised to arrive promptly to complete all necessary administrative sign-ins and site assessments.

    Mandatory Compliance Requirements

    To be considered responsive, bidders must submit a stringent compliance package demonstrating operational legitimacy and industry readiness. Essential documentation includes:

    • A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
    • A current SARS Tax Compliance Status PIN.
    • A valid B-BBEE certificate or sworn affidavit.
    • A valid PSIRA company registration certificate and proof of registration for all deployed security officers.
    • A valid Letter of Good Standing issued in accordance with the Compensation for Occupational Injuries and Diseases Act (COIDA).
    • Proof of a physical administrative office within the region to facilitate effective service delivery.

    Evaluation Criteria

    Proposals will undergo a rigorous, multi-phase evaluation process in accordance with the Preferential Procurement Policy Framework Act:

    • Stage 1: Administrative Compliance: Verification of all mandatory returnable documents and CSD compliance.
    • Stage 2: Functionality Assessment: Evaluation of the bidder’s technical capacity, previous experience in similar security contracts, and proposed operational methodology.
    • Stage 3: Price and Specific Goals: Adjudication utilizing the applicable preference point system, balancing cost-effectiveness with transformation objectives such as B-BBEE contribution and local enterprise development.

    Tenderers must note that all requirements regarding the sealing, addressing, delivery, opening, and assessment of the tender are strictly detailed in the tender document. Completed bid documents must be placed in a sealed envelope, clearly endorsed with the tender number (ZNTL001/2026) and the project description.
