TNPA Seeks Security Services Provider for Port of Ngqura

Gqeberha, Eastern Cape – Transnet National Ports Authority (TNPA) has issued a Request for Proposal (TNPA/2026/09/0003/114821/RFP) for the provision of security services at the Port of Ngqura for a period of three (3) years and three (3) months. This procurement aims to secure critical port infrastructure and maintain compliance with the International Ship and Port Facility Security (ISPS) Code.

Project Scope and Service Requirements

The successful bidder will provide comprehensive security services, including:

  • Security personnel (Grade A Site Controller, Grade B Site Supervisors, and Grade C Security Officers)
  • Security equipment including push-to-talk radios with patrol monitoring, lifejackets, push-over cellular smartphones, double cab vehicles, quad bikes, and laptops
  • 24/7/365 security coverage across the port precinct
  • Access control, foot patrols, traffic management, and emergency response
  • Incident investigation and reporting

The contract requires approximately 66 security officers across day and night shifts.

Mandatory Pre-Qualification Requirements

Bidders must meet strict pre-qualification criteria or face disqualification:

  • Valid PSIRA Company Registration certificate
  • Valid PSIRA Grade B or A Certificate for each Member, Director, Partner, and Trustee
  • SAPS Criminal Clearance certificate for Directors, Partners, and Trustees (not older than 6 months)
  • Valid COIDA letter of good standing (not older than 12 months)
  • Valid PSIRA Letter of Good Standing (not older than 12 months)
  • Proof of Public Liability, Security Liability, and Third Party Liability insurance cover of at least R5 million per incident and R30 million annual limit

Submission Details

Bids must be submitted via the Transnet e-Tender Submission Portal before 16:00 on Friday, 16 October 2026. Bidders must register their own profile and log an intent to bid. Late submissions will not be accepted. Bids must remain valid for 180 business days.

Evaluation Criteria

The evaluation follows a staged approach:

  • Stage 1: Administrative and substantive responsiveness (mandatory pre-qualification)
  • Stage 2: Technical evaluation (minimum threshold of 66.67 points out of 100)
  • Stage 3: Price and specific goals (80/20 preference point system)
  • Stage 4: Physical site inspection for shortlisted bidders
  • Stage 5: Objective criteria and price negotiations (if applicable)

Specific goals include B-BBEE Level 1 or 2 (8 points) and subcontracting 30% of contract value to HDI-owned or black-owned EMEs/QSEs (12 points).
