Piketberg, Western Cape – Bergrivier Municipality has issued an open tender (TENDER 8/3/54-2026 / MN201-2026) for the supply and delivery of photocopy paper to its municipal stores from 1 July 2027 until 30 June 2030. This three-year contract aims to ensure a reliable supply of quality paper for the municipality’s administrative operations.
Project Scope and Product Requirements
The successful bidder will supply and deliver two categories of photocopy paper to three municipal stores in Piketberg, Porterville, and Velddrif:
- A4 Photocopy Paper (White): 80gsm, 210mm x 297mm, packed in boxes of 5 reams (500 sheets per ream)
- A3 Photocopy Paper (White): 80gsm, 420mm x 297mm, packed in boxes of 5 reams
All paper must comply with strict technical specifications including ISO 9001 and ISO 14001 certification, ISO 9706 ageing resistance, FSC certification for environmentally friendly production, minimum 96% brightness, and whiteness rating of at least 160 CIE.
Minimum Requirements and References
Bidders must meet strict minimum requirements or face disqualification:
- Brand names must be indicated on the pricing schedule
- Prices must be firm for the full contract duration (2027/2028, 2028/2029, 2029/2030)
- Three contactable references and three reference letters/performance evaluations for completed or ongoing contracts within the last 3 years
- Reference letters must relate specifically to the supply and delivery of photocopy paper
- Appointment letters and purchase orders will not be accepted as references

Submission Details
Sealed bids marked with the tender number must be deposited in the tender box at the Municipal Offices, 13 Kerk Street, Piketberg, before 12:00 on Monday, 26 October 2026. Faxed, emailed, or late bids will not be accepted. Bids must remain valid for 120 days.

Evaluation Criteria
The 80/20 preference point system applies, with points allocated as follows:
- Price: 80 points
- Specific Participation Goals: 10 points (Bergrivier jurisdiction: 10, West Coast jurisdiction: 5, Western Cape: 3, South Africa: 2)
- B-BBEE Scorecard: 10 points
Delivery must take place strictly within 5-10 working days of receiving an official purchase order. A penalty of R1,000 per working day will be imposed for late delivery.
