Secunda, Mpumalanga – The Department of Employment and Labour has issued an open tender (LMP07/2026) for the rendering of security services at the Secunda Labour Centre for a period of 36 months. This procurement aims to ensure the safety and protection of state property, officials, and visitors at the facility.
Project Scope and Service Requirements
The successful bidder will provide comprehensive security services, including:
- Day and night shift security officers (Grade C unarmed)
- Access control and visitor management
- Patrols and emergency response
- Protection of state property against theft, fire, and vandalism
- Maintenance of occurrence registers, asset registers, and access control registers
- 24-hour security control room support
The contract requires a minimum of two security officers per shift, with supervisors conducting at least one visit per shift.
Mandatory Requirements
Bidders must submit the following or face disqualification:
- Valid site inspection certificate (fully completed and signed original)
- Fully completed and signed SBD 3.3
- Valid PSIRA certificates for the owner and company
- Valid PSIRA good standing certificate
- Proof of valid National Bargaining Council letter of good standing and health insurance
- Three reference letters from previous security contracts (minimum six months duration each)

Evaluation Criteria
The 80/20 preference point system applies. Bidders must first pass administrative compliance before proceeding to price and specific goals evaluation. Specific goals allocation includes:
- 100% Women Ownership: 5 points
- 100% SMME/EME (annual turnover less than R10M): 6 points
- 100% HDI: 4 points
- 100% Disability: 3 points
- Locality (Local Municipality): 2 points
Special Conditions
The successful bidder will be required to sign a Service Level Agreement. All security personnel, directors, and the company itself will be subjected to vetting. Proof of liability insurance cover to a minimum of R2.5 million must be provided before contract commencement.
