The Quality Council for Trades and Occupations (QCTO) invites quotations for the establishment of a panel of five catering service providers for a period of 12 months. This initiative aims to create a pre-approved pool of reliable caterers to support the organisation’s diverse event and meeting requirements.

Comprehensive Scope of Work
The appointed panel will provide catering services on an as-and-when-required basis, with services including meal preparation offsite, delivery to QCTO venues, and full setup and clean-up . The scope requires caterers to:
- Prepare and deliver meals for various functions and meetings
- Provide diverse menus including meats, starches, vegetables, salads, juices, breakfast platters, and special dietary options (Halaal, Vegan, Gluten-Free, and Diabetic)
- Supply complete crockery, cutlery, tablecloths, and 2-ply serviettes
- Provide sufficient staff for dining area setup and service
- Remove all catering equipment and tidy up the venue after events
- Ensure meals are prepared in hygienic environments using quality products
Service Standards
Successful bidders must demonstrate the highest standards of service delivery by providing cutlery and crockery from the same set, ensuring tablecloths are properly washed and stain-free, and maintaining crockery in good condition without cracks, chips, or stains . All costs must be agreed upon via quotation and purchase order prior to delivery.
Submission Requirements
Quotations must be submitted via email to RFQ@qcto.org.za on or before the closing date and must include :
- A recent CSD report (with verified tax status)
- A valid BBBEE certificate or sworn affidavit
- Duly completed SBD forms (including SBD 4 – Bidder’s Disclosure)
- A Bank Confirmation Letter

Evaluation and Responsiveness
To be considered responsive, quotations must be properly received on time, fully completed and signed, and include itemised pricing with specific mention of any exclusions. All prices must be inclusive of VAT for VAT-registered suppliers . The QCTO will evaluate submissions to appoint the most suitable panel of five caterers.
