The Department of Transport has published an open tender for the appointment of a service provider to render comprehensive professional cleaning services at its head office in Pretoria for a three-year period . This contract aims to maintain optimal hygiene, sanitation, and aesthetic standards across all operational spaces while ensuring compliance with health, safety, and labour regulations .
Scope and Service Areas
The cleaning services are required for the Forum Building at 159 Struben Street, Pretoria, covering approximately 30,448.80m² of Gross Lettable Area . The Department occupies the Mezzanine, Ground Floor, and First to Sixth Floors, including offices, entrances, reception areas, lifts, staircases, corridors, conference venues, kitchens, and ablution facilities . The service provider must cater to a staff complement of approximately 800 employees .
Comprehensive Service Requirements
The scope of work includes daily cleaning operations, scheduled deep cleaning, periodic fumigation, and specialised sanitary care . The service provider is fully responsible for supplying all necessary personnel, cleaning machinery, consumables, and management oversight .
Personnel Requirements:
- Minimum deployment of 30 staff members, including supervisors and cleaners
- Costings must account for annual salary escalation, leave, overtime, uniforms, and statutory contributions
- All employees must be paid in full and on time, with proof of payment submitted monthly
Equipment and Consumables:
- Wet and dry industrial vacuum cleaners (minimum of 10)
- Industrial steam and dry carpet cleaning machines (8 industrial machines)
- Automated paper hand towel dispensers and air fresheners with Size “D” batteries
- Continuous supply of toilet paper, hand towels, liquid soap, germ-killers, furniture polish, and refuse bags
Specialised Services
- Deep Cleaning: Quarterly deep cleaning of ablutions, lobbies, kitchens, reception areas, stairs, and lifts
- Carpet and Upholstery Care: Quarterly steam cleaning of carpets and upholstered furniture
- Fumigation: Full-building fumigation on a quarterly basis
- Sanitary Bins: Weekly replacement and servicing of feminine hygiene waste receptacles
- Automated Dispensers: Installation and servicing of automatic air freshener and hand soap dispensers
Mandatory Technical Requirements
Bidders must submit valid certifications and registrations to avoid disqualification:
- Valid certification/registration with the South African Pest Control Association (SAPCA) or a valid National Certificate in Pest Control from a registered Pest Control Operator
- Valid membership certificate with a professional cleaning association such as the National Contract Cleaners Association (NCCA), Cleaning Association of South Africa (CASA), or Black Economic Empowerment Cleaning Association (BEECA)
- Valid Waste Management Licence issued under the National Environmental Management: Waste Act
- Valid Company Registration Certificate with CIPC
- Public Liability Insurance with a minimum cover of R5,000,000
- Valid Letter of Good Standing issued by the Compensation Commissioner (COIDA Act 130 of 1993)
- Occupational Health and Safety Act compliance confirmation, including at least one competent First Aider
Evaluation Criteria
Stage 1: Mandatory Compliance Requirements – Outright disqualification for non-compliance
Stage 2: Mandatory Technical Compliance Requirements – Bidders must submit all required certifications and registrations
Stage 3: Functionality Evaluation – Bidders must achieve a minimum threshold of 70 points out of 100 to proceed. The evaluation criteria include company experience and project team competency
Stage 4: 80/20 Preference Points System – Points are allocated for price (80 points) and specific goals (20 points) based on ownership categories
Preference Points Allocation
The 20 points for specific goals are distributed as follows:
- Black Owned (BO): Maximum 10 points (100% BO = 10 points; >50% = 5 points)
- Women Owned (WO): Maximum 6 points (100% WO = 6 points; >50% = 3 points)
- Black Designated Group (BDG): Maximum 4 points (100% BDG = 4 points; >50% = 2 points)

- Closing Date: Wednesday, 23 September 2026 at 11:00
- Submission: Two-envelope system – Technical Proposal and Financial Proposal must be submitted in separate sealed envelopes
