The Amathole Health District, under the Eastern Cape Department of Health, has published a Request for Quotation for the appointment of a service provider to carry out painting renovations at Butterworth Hospital. This is a once-off procurement opportunity over a four-month contract period.
Scope of Work and Technical Specifications
The project entails comprehensive internal repainting at Butterworth Hospital, covering walls, ceilings, grano skirting and floors, steel-framed windows and doors, and internal doors. The scope also includes repairs to damaged gypsum drywalling and ceilings, as well as external waterproofing repairs to sidewall and headwall flashings in affected areas.
All paint must comply with SANS 10305, with specific requirements for alkali-resistant plaster primers, eggshell enamels, universal undercoats, and emulsion paints. The contractor must present proposed paints for acceptance by the Architect before purchasing, and all paints on site must be restricted to one manufacturer with complete paint systems – primer, undercoat, and finishing coat from the same manufacturer.
CIDB Grading Requirement
Bidders must hold a valid Construction Industry Development Board contractor grading of Grade 2GB (General Building Works) or higher. The contractor must be registered with the CIDB in the correct grading and class of works, with active status maintained throughout the bidding process until award stage.
Mandatory Documentation
Bidders must submit the following to avoid disqualification:
- Valid CIDB Grading Certificate and CRS number
- Valid COIDA Letter of Good Standing from the Department of Labour or Federated Employers Mutual Assurance Certificate
- Three reference forms with three practical completion certificates of similar work completed
- Fully completed and signed SBD 1, SBD 4, and SBD 6.1 forms
- Compulsory Enterprise Questionnaire
- Part C1.1 Form of Offer and Acceptance
- Part C1.2 Contract Data
- Part C2.2 Bills of Quantities (fully priced, handwritten, scanned)
- Protection of Personal Information: Consent (POPIA)
- Resolution for Signatory
- Proof of Specific Goals Claimed
Preference Points Allocation
The 80/20 preference point system applies, with 20 points allocated for specific goals based on equity ownership:
- Historical Disadvantaged Individuals – Race: 4 points (20% ownership)
- Historical Disadvantaged Individuals – Women: 4 points (20% ownership)
- Historical Disadvantaged Individual – Disability: 4 points (20% ownership)
- Youth Ownership: 4 points (20% ownership)
- Military Veterans Ownership: 2 points (10% ownership)
- Locality Ownership: 2 points (10% ownership) – business address must be based in Amathole District Municipality
SMME Participation Requirement
Approximately 33% of the project value must be allocated to SMME sub-contractors. The successful contractor will be required to supply verified monthly statements indicating the percentage achieved. Failure to comply with this meaningful participation requirement will result in a penalty equal to the value of the shortfall.
