The Passenger Rail Agency of South Africa (PRASA), through its Metrorail Gauteng region, has published a Request for Quotation for the once-off supply and delivery of various consumables to support its operations.
Tender Scope and Consumables List
The RFQ covers a comprehensive range of cleaning and hygiene consumables, including:
- Toilet paper (single ply, soft grade, 114mm diameter rolls)
- Liquid toilet soap (5L containers, pack of 6)
- Powder soap (2kg)
- Paper towels (disposable wipers, 210mm x 1500m)
- Bar soap (Sunlight or similar, 125g tablets)
- Spray air fresheners and insecticide
- Dishwashing liquid detergent
- Heavy-duty refuse bags (770mm x 970mm, 50 micron)
- Cotton dishcloths and wiping rags
- AAA alkaline batteries
- Skin protective chemical barrier compound
The bill of quantities specifies exact quantities for each item, with pricing to be quoted in South African Rand inclusive of VAT.
Mandatory Requirements (Stage 1A)
Bidders must submit the following documents to avoid automatic disqualification:
- Completed Pricing and Delivery Schedule Form
- Completed BOQ/Pricing Schedule (Section 10)
- Failure to provide these mandatory documents at closing will result in disqualification
Other Mandatory Requirements (Stage 1B)
Bidders may be given three working days to submit the following if not provided at closing:
- Signed and completed RFQ document and Standard Bid Forms
- Letter of Good Standing under COIDA
- Valid SARS PIN
- CSD supplier registration number
- Joint Venture or Subcontract agreements (if applicable)
Functionality Evaluation (Stage 2)
Bidders must achieve a minimum 60% threshold for technical/functional requirements to proceed. The 100-point functionality score is based on:
- Organisational Experience: 20 points per similar project completed (maximum 100 points for five or more projects)
Required evidence includes appointment letters, project descriptions, client references, project dates, contract values, and completion certificates.
Price and Specific Goals (Stage 3)
The evaluation follows the 80/20 preference point system:
- 80 points for price
- 20 points for specific goals:
- 10 points: Black Youth-owned enterprises (submit certified ID copies or CIPC registration)
- 10 points: Black Women-owned enterprises (submit certified ID copies)
Submission and Key Dates
- Closing Date: Tuesday, 08 September 2026 at 10:00
- Submission: Hand-delivered to Ground Floor, Shosholoza Meyl Junction, Cnr Leyds and Simmonds Street, Braamfontein
- No email or fax submissions will be accepted
- Validity Period: 90 working days from closing date
General Conditions
- PRASA pays within 30 days of receipt of a correct tax invoice
- Late deliveries may incur penalties
- The successful bidder warrants items free from defects for one year from acceptance
- No payment is made for containers or packing materials unless stated
- PRASA reserves the right to split the award or appoint a bidder other than the highest scorer under objective criteria
