The Department of Defence, through its Simon’s Town Procurement Service Centre, has published an open tender for the supply and fit of built-in kitchen cupboards with granite countertops at the Wynberg Military Base in Cape Town.
Scope and Locations
The project covers the complete renovation of four kitchens across the Procurement Centre Wynberg:
- HQ Building (B321)
- Tender Building (B318)
- Evaluation Building (B317)
- Contract Management Building (B310)
The scope includes clearing existing cupboards and tiling, supply and fit of custom-made cupboards, granite countertops, and all associated hardware, with a 12-month workmanship guarantee.
Detailed Specifications
The cupboards must be custom-made with 16mm melamine carcasses and Lunar Ash mat finish doors in a “shaker range pattern -20”. Top units are 300mm deep, bottom units 560mm deep, with heights of 800mm for top units and 870mm for bottom units.
Granite countertops, 30mm thick, are required in various lengths including 3600mm and 2000mm sections. Awarded contractors must provide a 100mm x 100mm sample for approval before manufacturing.
CIDB Grading Requirement
Only tenderers registered with the Construction Industry Development Board (CIDB) in Grade 1 GB or higher are eligible to have their tenders evaluated. The “1G” designation covers general building and interior fit-out works, with the “B” suffix indicating verified financial capacity.
Compulsory Briefing and Site Viewing
Attendance at both the compulsory briefing and site viewing is mandatory:

- Venue: Southern Procurement Service Centre, Wynberg Military Base, 395 Camp Road, Wynberg, Cape Town
Failure to attend and submit the completed certificates will invalidate any bid.
Mandatory Documentation
Bidders must submit a comprehensive set of documents, including a fully completed pricing schedule, SBD forms, a CSD registration report (not older than 14 days), a price breakdown detailing consumables, quantities, unit rates, labour, and profit mark-up, a project plan, and proof of cabinet making qualifications for all site team members.
Evaluation Criteria
The tender follows an 80/20 preference point system. Bidders must comply with all mandatory administration criteria to proceed to the technical evaluation phase.
