Ingquza Hill Local Municipality has published an open tender for the appointment of a panel of skills development providers to deliver training services across various municipal directorates and to community stakeholders for a two-year period. This presents an opportunity for accredited training providers to partner with a local municipality in the Eastern Cape.
Tender Overview
The Municipality invites suitably qualified and experienced service providers to submit bids under tender number IHLM/27/2026-27/ADMIN. The tender was published on Friday, 28 August 2026, with a closing date of Friday, 02 October 2026 at 12:00. Services are required at 135 Main Street, Flagstaff, 4810 .
Ingquza Hill Local Municipality is one of five local municipalities within the OR Tambo District Municipality of the Eastern Cape Province, established through the amalgamation of the former Lusikisiki and Flagstaff Transitional Local Councils . The municipality serves a predominantly rural population of approximately 279,795 people, with 46% aged 15 years or younger .
Scope of Work
The successful service provider(s) will be responsible for providing training services to Officials, Councilors, and Community Members on an as-and-when-needed basis in line with the Workplace Skills Plan (WSP) and Skills Audit exercises across the following directorates:
- Corporate Services: Human Resources, Administrative, Support Services, and Information Technology
- Budget and Treasury: Revenue Management, Expenditure Management, Financial Planning Services, Accounting Services and Stores, Supply Chain Management
- Office of the Municipal Manager: Internal Audit, Operations Management, Strategic Management
- Technical Services: Operations and Maintenance, Projects Management Unit, Civil, Electrification
- Community Services: Public Safety and Security, Environmental Management, Social Interventions, Social Services, Public Participation
- Development Planning Services: Planning Services, Stakeholder Management and Special Programs Unit, Local Economic Development, Agricultural Unit
Training providers must have at least five years of experience in the municipal environment and extensive experience in implementing the Skills Development Act, Skills Development Levies Act, and National Skills Strategy.
Accreditation Requirements
Skills Development Providers must be accredited with the Quality Council for Trades and Occupations (QCTO) or a relevant Sector Education and Training Authority (SETA), including LGSETA, CETA, MICT SETA, SERVICES SETA, or ETDP SETA.
A copy of the accreditation certificate, specifically a letter from the SETA specifying the areas of accreditation, must be attached to the proposal. Unit standard numbers and National Qualification Framework (NQF) levels for each short course must be indicated. Providers specialising in MFMA Courses must be registered with National Treasury on Competency Levels.
Functionality Evaluation Criteria
Bids will be evaluated on functionality with a minimum qualifying threshold of 70 points out of 100. Only bidders who obtain 70 points or more will qualify for evaluation in terms of price.
Company Experience and Methodology (40 points):
- A detailed narrative of how the service provider will execute the task upon receiving the appointment letter, including timeframes and project plan
- Step-by-step program of the implementation of the project with clear timelines and dates
- Proof of accreditation with QCTO or relevant SETA on SAQA US ID (QUALIFICATION)
- Summary of course content aligned to relevant programmes
Expertise and Capacity of Key Personnel (20 points):
- Certified Proof of accredited and experienced facilitators, Assessors and Moderators with at least 3 years’ experience
- CV and Certified Qualifications (5 points)
- Accreditation statement as facilitator (5 points)
- Accreditation statement as Assessor (5 points)
- Accreditation statement as Moderator (5 points)
Overall Performance on Previous Contracts (40 points):
- Points allocated per project completed in the relevant field to a minimum of 3 projects
- 3 Reference Letters with Appointment letters: 10 points
- 6 Reference Letters with Appointment letters: 15 points
- 8 and above Reference Letters with Appointment letters: 15 points
Specific Goals and Preference Points
Bids will be evaluated using the 80/20 preference point system:
- Price: 80 points
- Specific Goals: 20 points
Specific Goals Allocation:
- Owned by black people who are youth (18-35 years old): 5 points
- Owned by black people who are women: 8 points
- Owned by black people living with disabilities: 3 points
- Owned by black people: 4 points
Bidders must submit CSD registration reports, ID copies of owners/directors, and for disability claims, a letter from an authorised medical practitioner or SASSA.
Mandatory Documentation Required
Bidders must submit the following documents with their bids:
- Valid Full CSD Proof of registration
- Valid SARS TCS Pin printout
- Completed and Signed Declarations (MBD1-9)
- A signed letter confirming that no undisputed municipal accounts are overdue by more than 30 days and proof thereof
- Valid Tax Clearance Certificate (original) valid on the closing date
- Proof of registration of the Entity (CIPC documents, CK1/CK2C, partnership agreement, or certified ID)
- Resolution or Power of Attorney authorising signature
- Up-to-date Company Account not older than three months and not over three months in arrears
- Certified Copy of Accreditation Certificate with relevant bodies
- Qualifications and CVs of Training Facilitators showing at least three years’ experience
- Company Profile with a minimum of two reference letters from satisfied previous clients
Submission Details
Tenders must be submitted by hand at 135 Main Street, Flagstaff, 4810 (Procurement Section) by 12:00 local time on 02 October 2026 . Tenders should be sealed and endorsed on the envelope with IHLM/27/2026-27/ADMIN. No late, couriered, faxed, or emailed tenders will be accepted.
