Air Traffic and Navigation Services (ATNS) Company of South Africa has published a Request for Proposals for the implementation, operation, and maintenance of a Security Operations Centre (SOC). This presents a significant opportunity for cybersecurity firms to partner with a critical State-Owned Company managing 6% of the world’s airspace.
Tender Overview
ATNS invites proposals under tender number ATNS/RFP10/06/2026/27/IT_SOC_Sof_2025_310 for a fully integrated on-premises SOC over a five-year period. The RFP was published on Friday, 28 August 2026, with a closing date of Friday, 02 October 2026 at 14:00. A compulsory briefing session will be held on Friday, 04 September 2026 at 12:00 via Microsoft Teams.
ATNS is a commercialised air navigation service provider operating on a “user-pays” principle, with regulated activities contributing 90% of its revenue.
Scope of Work
The successful service provider will design, implement, and operate a comprehensive SOC protecting both IT and Operational Technology (OT) environments.
System Design and Implementation:
- SOC architecture design and engineering
- SIEM implementation and tuning
- SOAR deployment and automation
- Incident response workflow implementation
- Threat intelligence integration
Systems to be Monitored:
- Enterprise IT systems
- CNS and ATM systems (OT)
- Network infrastructure (routers, firewalls, switches)
- Security systems (IDS/IPS, EDR)
- Identity and access management systems
Operational Requirements:
- 24/7/365 SOC operations
- Continuous log ingestion and monitoring
- Incident response and escalation capability
- Specialist expertise (threat hunting, forensics)
Mandatory Requirements
Bidders must comply with the following mandatory criteria:
- Attendance of the compulsory briefing session (04 September 2026)
- Minimum of three contactable reference letters from enterprise clients confirming successful SOC implementation and management within the last five years
- Detailed solution-architecture diagram demonstrating on-premises deployment within ATNS designated data centres
- Technical references demonstrating support for both IT and OT environments
- Resource profiles and technical certifications for at least three Tier-1 SOC Analysts or two Tier-3 SOC Analysts
Functionality Evaluation Criteria
Bids will be evaluated on functionality with a minimum qualifying threshold of 70 points out of 100. Bidders scoring less than 70 points will not proceed further.
SIEM Functional Capability (35 points): Bidders must illustrate support for real-time log ingestion, correlation and analytics, Deep Packet Inspection for OT protocols, custom rule creation, automated triage, and playbook-driven workflows.
Log Collection and Integration Capability (35 points): Bidders must demonstrate integration with firewalls, routers, switches, IDS/IPS, EDR/XDR platforms, identity management systems, and OT/IoT systems.
Training (30 points): Bidders must provide training plans covering administrator training, analyst upskilling, operational user training, and formal knowledge transfer workshops.
Price and Preference Points
Bids will be evaluated using the 80/20 preference point system:
- Price: 80 points
- Specific Goals: 20 points
Specific Goals Allocation:
- 51% Black Owned Suppliers: 10 points
- 30% Black Woman Owned Suppliers: 10 points
Bidders must submit a CSD Report, CIPC documents, shareholder certificates, ID copies of shareholders, and a valid B-BBEE certificate or sworn affidavit to claim preference points.

Bid submissions must be made via the e-Submission (e-Tender) system by 02 October 2026 at 14h00 CAT. Hard copy submissions must include one original, one copy, and one PDF version on USB, delivered to ATNS Company Limited, Eastgate Office Park, Block C, South Boulevard Road, Bruma.
