The Department of Tourism has issued a Request for Quotation for a media partnership with the National Community Radio Forum (NCRF) to provide broadcast services for the upcoming Tourism Investment Summit. This presents an opportunity for NCRF-affiliated community radio broadcasters to secure a one-day media partnership.
Tender Overview
The Department invites quotations under RFQ number IM1922026 for a media partnership with the Gauteng NCRF to deliver broadcast services for the Tourism Investment Summit on 01 October 2026 at the Four Seasons Westcliff in Johannesburg . The RFQ was published on Sunday, 30 August 2026, with a closing date of Friday, 04 September 2026 at 11:00.
The successful service provider will procure and facilitate NCRF broadcast services for the event. Only hand-delivered quotes will be accepted at Tourism House, 17 Trevenna Street, Sunnyside, Pretoria . Bidders must complete the revised SBD 4 Declaration of Interest form, which took effect from 01 August 2026, to ensure compliance with the updated requirements.
Scope of Work
The appointed service provider will facilitate a comprehensive NCRF broadcast package for the summit:
- 1 x 4-hour Outside Broadcast (OB) Radio package comprising 3 hours of OB and a maximum 1-hour live link
- 15 x pre-promo live read adverts on 4 community radio stations in Gauteng, Mpumalanga, KwaZulu-Natal, and Western Cape (1 week prior to the event)
- 1-hour live link on 4 community radio stations across the same provinces
- 6 x interviews on the main radio station, to be utilised across all 4 stations
- 10 x social media posts per station (40 total) using department-provided content
- 1 x NCRF Post-Event Report with proof of broadcast and social media screenshots
The NCRF is the national, membership-driven association of community radio stations and support service organisations, with 105 member stations nationwide . It serves as a unifying force advocating for community broadcasters’ rights and sustainability .
Mandatory Documentation Required
Bidders must submit the following documents:
- Completed and signed Bid Invitation Form (Part A & B)
- Completed and signed SBD 4: Bidder’s Disclosure Form (revised version effective 01 August 2026)
- Proof of Ownership by Women (Annexure B):
- Shareholding certificate/Proof of CIPC registration
- Certified copies of ID document(s) of the woman/women
- CSD Full Report
- Proof of Ownership by Black Person(s) (Annexure C):
- Shareholding certificate/Proof of CIPC registration
- Certified copies of ID document(s) of black person(s)
- CSD Full Report
- Valid B-BBEE Sworn Affidavit for EME/QSE (Annexure D)
- Quoted Price aligned with the scope of work (Annexure E)
- Tax Compliance Status PIN or CSD registration number
Evaluation Criteria
The RFQ will be evaluated using the 80/20 preference point system:
- Price: 80 points
- Specific Goals: 20 points
Specific Goals Allocation:
- Women Ownership: Up to 6 points
- Black Ownership: Up to 12 points
- SMME Classification (EME or QSE): 2 points
Bidders must submit all required documentation to claim preference points. Failure to submit proof will result in zero points for specific goals. The points scored for price and specific goals will be added, and the total rounded to two decimal places. In the event of a deadlock, the contract will be awarded to the bidder with the highest specific goals points, or by drawing of lots if still tied.
Submission Details
Quotations must be hand-delivered to Tourism House, 17 Trevenna Street, Sunnyside, Pretoria by no later than 11:00 on Friday, 04 September 2026. Bidders must complete the register for quotations upon submission. Late quotes will not be considered.
