The Tshwane Automotive Special Economic Zone (TASEZ) has published a Request for Proposals (RFP) for the appointment of two service providers to render garden and landscaping maintenance services for a 36-month period. This initiative aims to maintain Phase 1 and Phase 1A of Africa’s first automotive city, ensuring the industrial hub remains well-maintained and visually appealing.
Tender Overview
The RFP seeks to appoint two qualified service providers for comprehensive garden and landscaping maintenance. Bids must be submitted by 18 September 2026 at 12:00 PM. A compulsory briefing session is scheduled for 08 September 2026 from 10:00 to 12:00 at the TASEZ Central Hub in Manitoba, Pretoria. Proposals must remain valid for 120 days from the closing date.
Scope of Work
The appointed service providers will be responsible for garden and landscaping maintenance services across TASEZ Phase 1 and Phase 1A. The scope includes:
- Daily weed control, grass cutting, lawn mowing and edging
- Watering/irrigation management and fertilization
- Waste removal, pruning, composting, and top dressing
- Irrigation system maintenance and monitoring
- Maintenance of shrubs, flower beds, groundcovers, and trees
- Cleaning of roads, landscaping, and parking areas
- Maintenance of indoor pot plants and annuals as required
- Emergency call-out services for incidents like fallen trees and irrigation system damages
Mandatory Requirements
Bidders must submit the following mandatory documentation:
- CIPC Registration Documents
- Valid Tax Clearance Certificate / Tax PIN
- Valid CSD Report (not older than three months)
- Valid Letter of Good Standing (nature of business: Garden/Landscaping)
- Valid B-BBEE Certificate or Sworn Affidavit
- Completed and signed SBD 1, SBD 4, SBD 6.1, and SBD 6.2
- Proof of Public Liability Cover of R500,000.00
- Proof of residential address from specified wards
Evaluation Process
The bid evaluation follows a three-stage process:
Stage 1: Administrative Requirements – Bidders must comply with all minimum administrative requirements. Stage 2: Technical/Functionality Evaluation – Bidders must achieve a minimum of 70 points out of 100 to qualify for further evaluation. Key criteria include Company Experience (40 points), Supervisor Experience and Qualifications (20 points), and Garden Machine Operator Experience (20 points). Stage 3: Price and Specific Goals – The 80/20 preference point system applies, with 80 points allocated for price and 20 points for specific goals.
