The Electoral Commission (IEC) has published an open Request for Bid (RFB) for the branding and kitting of two Outside Broadcast (OB) trucks. This initiative aims to create mobile multimedia and outreach facilities to strengthen voter education and public engagement across South Africa. The tender, designated IEC/COM-02/2026, invites qualified service providers to submit proposals.
Tender Overview
The RFB seeks a turnkey solution for the complete branding and kitting of two 10-ton Isuzu trucks. The objective is to transform them into fully functional mobile studios for community engagement and voter education. Bids must be submitted manually at the IEC’s Centurion offices by 17 September 2026 at 11:00 AM. A non-compulsory briefing session is scheduled for 04 September 2026 at 11:00 AM at Election House.
Scope of Work
The appointed service provider will be responsible for transforming the two IEC vehicles into advanced mobile broadcasting units. Key deliverables include:
- Full Vehicle Branding: Applying the IEC’s official livery and design to the exterior of the trucks.
- Interior Kitting & Construction: Partitioning the interior to create a podcast studio, an interview area, and a secure technical compartment. This includes acoustic treatment, ventilation pathways, custom cabinetry, and equipment racks.
- Audio-Visual & Broadcasting Systems: Integrating broadcast-quality equipment, including a studio with a 55-inch LED screen, Pan-Tilt-Zoom (PTZ) cameras, and a vision mixer.
- Visual & Audio Engagement: Installing two large 100-inch LED screens for immersive viewing and a 2000W Public Address (PA) system with wireless microphones for crowd engagement.
- Self-Sufficient Power: Fitting each truck with a silent 10 kVA diesel generator, a 5000W inverter system, and lithium-ion batteries for off-grid operation.
- Comprehensive Support: Providing support, maintenance, and spare parts for a period of five years.
Key Requirements and Evaluation
Bidders must be registered on the National Treasury Central Supplier Database (CSD) and ensure their tax affairs are compliant. The evaluation process focuses on technical capability, requiring a minimum score of 75% to qualify for the final price and B-BBEE scoring. Bidders must submit a comprehensive proposal including a project implementation plan, detailed bill of materials, three contactable references for similar projects, and CVs of their team members.
