Mintek has published an open Request for Bid (RFB) for the provision of comprehensive canteen services at its Randburg headquarters for a three-year period. The tender, designated MTK 12/2026, is a re-issue of a previous opportunity and invites qualified service providers to submit proposals for managing daily food services for over 600 staff members.
Tender Overview
The RFB seeks a full-service catering partner to establish and operate a daily canteen on Mintek’s premises, utilising the allocated area for meals, beverages, snacks, and other items. Bids must be submitted by 21 September 2026 at 12:00 PM via the online tender box on the Mintek website. A compulsory briefing session will be held on 03 September 2026 at 11:00 AM at the Mintek Auditorium. Bidders who previously attended the briefing for tender MTK12/2025 are exempt from this requirement.
Scope of Work
The appointed service provider will manage all aspects of canteen operations, including:
- Daily breakfast, lunch, and snack services from 08:00 to 15:00, with breakfast served from 08:00 to 10:30 and lunch from 12:00 to 14:00.
- Supplying fresh milk daily: 80 litres of full cream and 20 litres of low-fat.
- Preparing a minimum of nine lunch dishes daily, with strict portion control (protein 200-250g, starch 250-300g, vegetables and salads 125g each).
- Catering for internal meetings, third-party functions, and ad-hoc events, with adherence to response times.
- Accommodating special dietary requirements, including vegetarian, vegan, gluten-free, diabetic, and religious-specific meals upon request.
- Using environmentally friendly disposable packaging and ensuring high standards of cleanliness and hygiene.
- Maintaining a minimum two-day stock level for all consumables.
Mandatory Requirements
Bidders must submit the following documentation with their proposals:
- A valid certificate of good standing with the Compensation Fund for Occupational Injuries and Diseases.
- Certification of registration/membership with an accredited hospitality body such as FEDHASA.
- A Central Supplier Database (CSD) registration number and SARS Tax Compliance PIN.
- A detailed risk assessment specific to the Mintek environment.
- Legal appointment letters for a First Aider, Fire Warden, and Occupational Health and Safety Representative.
- A comprehensive implementation plan with contractual agreements for the supply of five major consumables: milk, meat, fruits and vegetables, bakery products, and soft drinks.
- Proof of public liability insurance cover and compliance with all relevant employment legislation.
Evaluation Process
The evaluation follows a phased approach:
Phase 1: Administrative Documents – Bidders must submit all required forms, including MTF 01 to MTF 06, SBD 4, and SBD 6.1.
Phase 2: Mandatory Pre-qualification – Failure to comply with any mandatory criteria will result in immediate disqualification.
Phase 3: Functionality – Proposals must score a minimum of 70 points out of 100 to qualify for further evaluation. The functionality criteria includes Service Delivery (10 points), Occupational Health & Safety (20 points), Track Record & Experience (55 points), and Project Implementation Plan (15 points).
Phase 4: Food Presentation and Tasting – Qualifying bidders will be invited to prepare and present sample meals at Mintek’s premises. Evaluation criteria include serving method and presentation, portion size and nutritional balance, menu and ingredients compatibility, creativity and practicality, and flavour, taste, texture, and doneness. The final score combines functionality (70%) and food tasting (30%), with a minimum overall threshold of 70% required.
Phase 5: Price & Specific Goals – The 80/20 preference point system applies, with 80 points for price and 20 points for specific goals, including black ownership, black women ownership, black youth ownership, and black disability ownership.
