The Eastern Cape Department of Social Development has published an open tender (SCMU4-26/27-0008) inviting qualified service providers to render cleaning and garden services at its provincial offices in Bhisho and King William’s Town for a period of three years.
Tender Overview and Key Dates
This Request for Bid, published on 21 August 2026, seeks an experienced service provider to maintain a safe, hygienic, and compliant working environment across multiple provincial office buildings. Bids close on 30 September 2026 at 11:00. A compulsory briefing session will be held on 01 September 2026 at 10:00 at the Bhisho Child and Youth Care Centre Hall, behind Bhisho Hospital.
Scope of Services
The contract covers four main buildings: Albertina Sisulu Building (1,189m²), Pick n Pay building (729m²), One Vision Phase One (1,150m²), and One Vision Phase Two (3,900m²). Services include:
- Comprehensive daily, weekly, monthly, and quarterly cleaning of offices, ablutions, kitchens, and common areas
- Garden maintenance including grass cutting, weed removal, and paving upkeep
- Waste management and recycling implementation
- Fumigation and pest control services
- Vehicle cleaning for government vehicles
- Supply and servicing of sanitary bins, hand soap dispensers, and rodent bait stations
Mandatory Requirements
Bidders must meet the following pre-qualification criteria:
- Completed and signed SBD1 and SBD4 forms
- Submission of a signed contract/award letter and reference letter confirming satisfactory cleaning and garden services (minimum one year’s experience)
- Salaries in accordance with Sectoral Determination 1 of the Department of Labour
- Attendance of the compulsory briefing session
- In case of Joint Venture/Consortium: signed agreement and CSD registration as a single entity
Preference Points System
The bid will be evaluated using the 80/20 preference point system, with specific goals including:
- Gender (women ownership) – 6 points
- No Franchise (black ownership) – 1 point
- Disability – 3 points
- Locality (Eastern Cape Province) – 6 points
- Youth – 4 points
Local Economic Development
Preference will be given to service providers based in the Eastern Cape Province. Bidders must source at least 50% of cleaners from the ward where the offices are situated and provide a written undertaking to comply. All cleaning equipment and protective clothing must be procured from suppliers within the Eastern Cape.

Contract Duration
The contract will be for a period of thirty-six (36) months, with a Service Level Agreement to be signed with the successful bidder. Payment will be made within 30 days of receipt of a comprehensive invoice, subject to compliance with service delivery standards.
