The National Home Builders Registration Council (NHBRC) has published a Request for Proposals (RFP) for the appointment of a national panel of contractors to provide underpinning and piling services for a five-year period. The tender, designated NHBRC 05/2026, aims to establish a pre-qualified panel of specialist contractors capable of delivering structural repair services across all South African provinces . This initiative seeks to address structural distress in enrolled residential properties, ensuring compliance with the NHBRC’s quality assurance mandate .
Tender Overview
The RFP seeks to identify remedial work contractors with established expertise in the built environment to repair properties suffering from structural distress on behalf of the NHBRC . Bids must be submitted by 15 September 2026 at 11:00 AM, with proposals valid for 90 days from the closing date. A non-compulsory briefing session will be held virtually via Microsoft Teams on 28 August 2026 at 12:00 PM, with prospective bidders required to email tenders@nhbrc.org.za at least two days prior to request an invite.
Scope of Work
The appointed contractors will provide specialist services for the rectification of structural elements where distress has been identified. Key responsibilities include:
- Providing effective underpinning or piling solutions through a competent person, subject to NHBRC approval
- Executing remedial works according to specifications provided by a competent person appointed by the NHBRC
- Delivering services on a rotational basis per province as the need arises
- Ensuring compliance with the NHBRC supply chain management policies and procedures
Mandatory Documents Required
Bidders must submit the following mandatory documentation:
- Valid CIDB Registration: Contractor grading designation of 2 SJ or higher
- CSD Report: Valid Central Supplier Database registration
- Tax Compliance Status PIN: Issued by SARS for online verification
- SBD Forms: Completed and signed forms 1, 4, 6.1, and 7.1
- COIDA Certificate: Letter of good standing with the Compensation Fund
- Company Registration Documents: Proof of legal entity
- Technical Expertise: CVs and certified copies of qualifications for nominated personnel
Evaluation Criteria
The bid evaluation follows a two-stage process :
Stage 1: Mandatory Compliance – Bidders must comply with all mandatory requirements to proceed.
Stage 2: Functional Evaluation – Bidders are assessed on technical capability, requiring a minimum score of 70 points out of 100. The evaluation covers:
- Technical Expertise (40 points): Qualifications in the Built Environment and OHS certificates
- References (40 points): Verifiable written reference letters from previous clients confirming successful completion of underpinning and piling projects
- Company Experience (20 points): Documented history of executing underpinning and piling projects
