The Ulundi Local Municipality has published an open tender for the provision of catering services for a period of 36 months. This presents a substantial opportunity for catering companies to secure a long-term contract with a KwaZulu-Natal municipality.
Key Details and Submission Deadline
The tender, identified as 19/2025/2026, is open for submissions until 11 August 2026 at 12:00. Bids must be deposited in the tender box at the Ulundi Municipality SCMU, situated at the corner of Princess Magogo and King Zwelithini Street, Ulundi, 3838. Scope of Work
The appointed service provider will provide catering services for municipal meetings, workshops, training sessions, official events, and other ad hoc functions organised by the Municipality. The scope includes provision of breakfast, lunch, refreshments, snacks, and beverages as requested, as well as event setup, food preparation and delivery, and cleaning and waste management. Menus may include breakfast items, VIP catering, normal catering, and public catering for up to 1,000 delegates.
Functionality Assessment
Bidders must first achieve a minimum of 70 points in the functionality assessment to be considered further. Functionality is scored as follows:
- Permit: Valid Certificate of Acceptability (COA) for food premises – 25 points (failure results in disqualification)
- Proposal: Detailed company profile – 10 points
- Resources and Capacity: Organogram with contract execution team details – 15 points
- Experience: 5+ Appointment Letters and Reference Letters – 25 points (scaled down for fewer letters)
- Business Fleet: Own delivery vehicle – 25 points (leased vehicles score 15, no vehicle scores 0)

- MBD 1: Invitation to Bid form
- MBD 4: Declaration of Interest form
- MBD 5: Declaration for procurement above R10 million
- MBD 6.1: Preference Points Claim Form
- MBD 8: Declaration of Bidder’s Past Supply Chain Management Practices
- MBD 9: Certificate of Independent Bid Determination
- Tax Compliance: Valid SARS Tax Compliance PIN
- CSD Report: Full report with SARS Tax Compliance Status
- Municipal Account: Certified copy confirming account is not in arrears for more than 90 days
- CIPC Documents: Company registration and certified ID copies of directors
- Company Profile: Including relevant experience and reference letters
- Financial Capacity: Bank rating or full bank details
- Audited Financial Statements: For offers above R10 million inclusive of VAT

Evaluation Process
Qualifying bidders will then be evaluated on the 80/20 preference point system, where 80 points are for price and 20 points are for specific goals. Specific goals include points for black ownership, women ownership, disability ownership, and locality within Ulundi Municipality, Zululand District, or KwaZulu-Natal.
