The City of Cape Town has published an open tender for the removal and disposal of refuse from shipping container storage areas across eight areas in the city’s informal settlements. This is a 16-month contract opportunity for established waste management companies.

The tender, numbered 17S/2026/27, was published on 11 July 2026, with bids closing on 13 August 2026 at 10:00 . Bids must be hand-delivered to the Tender & Quotation Boxes Office at the Civic Centre, 12 Hertzog Boulevard, Cape Town . Scope of Work
The contractor will remove refuse from designated collection points in informal settlements, including general household waste, bulky waste, and illegally dumped waste . The service is required seven days per week, covering 8-hour shifts. The City intends to allocate one area per successful tenderer where sufficient responsive bids are received . The areas are East, South, North, and Central . Tenderers may bid for one or more areas and must indicate their preferences .
Evaluation Criteria
The tender uses a three-stage evaluation process with a minimum functionality threshold of 70 points . Functionality is scored on:
- Previous Relevant Experience (32 points): Company’s experience in waste management
- Key Personnel (32 points): Operations Manager with NQF Level 6 qualification or higher
- Vehicles (36 points): Refuse compactors (19m³) and High-Rail trucks (4 ton) not older than 5 years
Price is scored out of 90 points and specific goals out of 10 points .
Mandatory Requirements
Bidders must submit:
- Proof of Waste Management Service Provider Accreditation from the City of Cape Town
- Valid Tax Compliance Status PIN or SARS certificate
- CSD registration number
- Completed SBD forms and declarations
- For owned vehicles: vehicle registration certificates
- For hired/leased vehicles: signed draft lease agreements
- Reference letters from clients (not older than 5 years)
- CV and qualifications of key personnel
- Certificate of Authority for Joint Ventures (if applicable)

Special Conditions
Vehicles must not be older than 5 years (60 months) and must be available on site from Day 1 . The contract price is subject to annual adjustment based on CPI and sectorial determinations .
