Mkhondo Local Municipality has issued an open tender (MKHO26/2025/26) to establish a panel of service providers for mechanical maintenance services at its municipal water and wastewater treatment works. This 36-month, ad hoc contract is critical for ensuring the continuous, efficient, and compliant operation of essential water infrastructure in the Mpumalanga province.
Scope of Work & Site Details
The scope includes, but is not limited to:
- Rewiring and programming of control panels
- Repair/replacement of soft starters, pumps, motors, and dosing equipment
- Repair of aerators, gearboxes, mixers, and desludging valves
- Supply and installation of new pumps and associated equipment
- Annual maintenance of pumps, motors, and back-up generators
Sites include:
- Saul Mkhize Waterworks
- Amsterdam Waterworks & Wastewater Works
- Mkhondo Old & New Waterworks
- Mkhondo Wastewater Works
- Various pump stations (Eziphunzini, Kwa-Ngema, Nkonjaneni, Maphepheni, Mark Street, Mahamba, Mangosuthu, Ezinkomeni, Phoswa)
Mandatory Submission Requirements (Disqualifiable)
Failure to submit any of the following will lead to disqualification:
- Valid Tax Compliance Status Pin (TCS)
- Certified copy of municipal account for the entity and all directors (month ended June 2026) – not in arrears >90 days (or valid lease agreement/proof of residence)
- Full comprehensive CSD registration report (not a summary, not older than 30 days)
- Valid CIDB Grading Certificate: 1 EP / 1 ME or higher
- Valid COIDA (Letter of Good Standing) from Department of Labour
- Copy of Company registration certificate and certified copies of IDs of all Directors
- Duly completed MBD forms (1, 4, 5, 6.1, 7.1, 8, 9)
- Valid and signed Letter of Authority to sign the bid
- Entity’s Three-Year Audited Comparative Financial Statements (if required by law)
Evaluation and Specific Transformation Goals
Bids will be evaluated using an 80/20 preferential procurement system, requiring a minimum functionality score of 60%. The 20 specific goal points heavily reward 100% black-owned enterprises, women, youth, and disability-owned entities, as well as local businesses and those committing to sub-contract 30% to local EMEs.
