The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Proposal (ECR/RAIL/F/04/2026) for the appointment of four service providers to render station cleaning and horticultural services across the Eastern Cape Region (ECR). This strategic 36-month contract aims to elevate commuter experiences by ensuring pristine, safe, and environmentally friendly railway precincts.
Scope of Work and Regional Corridors
The appointed providers will manage comprehensive daily and deep cleaning, surface disinfection, and horticultural maintenance. The contract covers three major regional corridors:
- East London Corridor
- Port Elizabeth (Gqeberha) Corridor
- Midlands (MLPS) Corridor
Mandatory Submission Requirements
Bids must be submitted in two sealed envelopes (Technical & Compliance in Envelope 1; Financial & BBBEE in Envelope 2). Failure to submit the following mandatory documents will lead to disqualification:
- Attendance certificate/signing of the compulsory briefing register
- Completed Price Schedule (Annexure A) – strictly in the prescribed format
- Valid CSD registration
- Valid SARS Tax Compliance PIN
- Proof of Company Registration (CIPRO/CK)
- Valid Letter of Good Standing (COIDA)
- Joint Venture/Consortium agreement (if applicable)
- SBD1, SBD4, SBD5, SBD6.1 completed and signed
Mandatory Compliance and Evaluation
Bidders must be registered on the National Treasury’s Central Supplier Database (CSD). Proposals will be evaluated using the 80/20 preferential procurement system, allocating 80 points for price competitiveness and 20 points for specific transformation goals. Bidders must also demonstrate financial stability and submit a comprehensive Safety, Health, and Environment (SHE) file.
Compulsory Briefing Session
Attendance at the mandatory pre-proposal briefing is strictly required. Bidders must arrange their own transport and accommodation.
