Transnet Port Terminals (TPT) has published a Request for Proposal for the provision and servicing of mobile portable flushable toilets at its Richards Bay Terminal. This tender, designated PPA-103439 – TPT/2026/03/0216/3408/RFP, seeks a service provider for a period of 36 months to meet the terminal’s sanitary requirements.
Scope of Work: 65 Flushable Mobile Toilets
The appointed service provider will deliver and service 65 flushable mobile toilets, including modified accessible units, at various locations within the Dry Bulk Terminal (DBT), Multipurpose Terminal (MPT), and Port Rail Terminal (PRT). Services include:
- Supply and Installation: Delivery of 65 units with clear gender and disability signage, hand-washing basins, and locking facilities.
- Servicing: Three times per week (Monday, Wednesday, Friday) including deep cleaning, toilet paper provision, and maintenance of all mechanisms.
- Waste Disposal: Safe collection and disposal of wastewater at an authorised facility, with weekly reports and certificates of safe disposal.
Mandatory Submission Requirements
Bidders must submit the following mandatory documents. Failure to do so will result in disqualification:
- Waste Disposal License: Valid certificate issued by Transnet National Ports Authority (TNPA) or proof of application.
- Sewage Discharge Permit: Valid Umhlathuze Municipality certificate with a signed municipal letter.
- COIDA: Letter of good standing for hazardous waste.
- Hazardous Waste Certificate: Valid certificate for the tanker driver.
- Driver’s License: Valid license corresponding to the hazardous waste certificate holder.
- Proof of Tanker Ownership: License disk/logbook or signed memorandum of understanding with third party.
Technical Evaluation: Minimum 80 Points
Bids that pass mandatory requirements will be evaluated on functionality. A minimum threshold of 80 points out of 100 is required. Scoring criteria include:
- Locality (50 points): Company operates within 30km radius of Richards Bay Terminal (proof of address required).
- Background Experience (30 points): Minimum four traceable references (testimonial letters not older than five years).
- Business Continuity Plan (20 points): Comprehensive plan covering availability, transport arrangements, strike management, communication protocol, and emergency planning.
Price and Specific Goals (80/20 System)
The final evaluation applies the 80/20 preference point system:
- Price (80 points): Scored using the formula Ps = 80 (1 – (Pt – Pmin) / Pmin).
- Specific Goals (20 points): Points allocated based on B-BBEE status (as per Section 9 of the RFP).
Submission Instructions and Closing Date
All bids must be submitted electronically via the Transnet eTender Submission Portal at transnetetenders.azurewebsites.net. Bidders must register, log an intent, and upload documents against the tender. Submissions must be completed at least a day before closing to avoid technical issues.
Closing Date: Friday, 10 April 2026, at 14:00. Bids must remain valid for 180 business days.
