The Western Cape Department of Health has issued an open Request for Bid under reference number WCGHSC0006/2026 for the provision of a comprehensive, Halaal-compliant catering service at Khayelitsha District Hospital for a period of three (3) years. The contract covers daily meal production and delivery for patients across multiple dietary categories—including normal, therapeutic, psychiatric, and paediatric diets—serving a facility with a capacity of over 300 beds. Submissions must be hand-delivered by 11:00 on Monday, 16 February 2026, to the Western Cape Government Building in Cape Town.
A compulsory information session and site inspection will be held on Tuesday, 3 February 2026 at 10:00 at the hospital’s Administration Block—attendance is mandatory, and latecomers will be excluded.
Scope of Service: Hospital-Grade Nutritional Catering
The successful service provider will deliver:
- Full-cycle meal planning, preparation, and distribution based on standardised 2-week summer and winter menu cycles
- Specialised menus for therapeutic, psychiatric, diabetic, renal, and paediatric patients
- Compliance with South African Food-Based Dietary Guidelines and Provincial Meal Plan specifications
- Daily nutritional analysis and standardised recipes for all meals
- Immediate application for Halaal certification upon contract award, with proof submitted within two weeks
All meals must be nutritious, safe, culturally appropriate, and delivered on time to wards and units across the hospital.
Mandatory Requirements and Experience Criteria
Bidders must demonstrate:
- Minimum 3 years’ experience in institutional or hospital catering
- Proven track record serving facilities with 300+ bed capacity
- Valid SARS Tax Compliance PIN, CSD registration, and B-BBEE Certificate
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), and SBD 3.2 (Pricing Schedule)
- Attendance at the compulsory site visit (proof via signed register)
Failure to meet any mandatory condition will result in disqualification.
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be assessed in two stages:
- Functionality Review: Based on menu compliance, nutritional adequacy, operational plan, and past performance
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and SMME status)
Only bidders who fully comply with technical and procedural requirements will proceed to price evaluation.
