    Rand Water Seeks Painting Service Provider for 12-Month Contract

    Rand Water has issued a Request for Quotation (RFQ) under reference number 10416808 for the painting of buildings at various Rand Water sites on an as-and-when-required basis for a period of twelve (12) months. The scope includes interior and exterior painting of walls, ceilings, doors, windows, columns, gutters, railings, and road markings across multiple operational facilities in Gauteng. Submissions must be completed online via Rand Water’s bidding portal by 16:00 on Friday, 23 January 2026.

    This is a responsive, demand-driven contract requiring flexibility, high-quality finishes, and strict adherence to safety and site protocols in live operational environments.

    Scope of Work: Comprehensive Painting Across Multiple Building Types

    The successful contractor will be required to supply all labour, materials, tools, and equipment to execute painting services at Rand Water sites throughout Gauteng. Key deliverables include:

    • Preparation and painting of plastered walls, gypsum surfaces, fibre-cement boards, and previously painted substrates
    • Interior and exterior work using premium, low-odour, washable acrylic emulsions
    • Road marking paint for solid white and yellow lines
    • Surface preparation including crack repair, rubbing down, and primer application
    • Full site cleanup and removal of rubble to approved disposal sites

    All work must comply with manufacturer specifications, and pricing must reflect the as-and-when-required nature of the contract—no work may commence without prior written approval from Rand Water’s Building Management.

    Mandatory Compliance and Pre-Qualification Requirements

    Bidders must submit the following to be considered:

    • Valid CIDB registration with appropriate grading
    • COIDA Letter of Good Standing from the Department of Labour or accredited insurer (e.g., FEM)
    • Detailed project programme in Gantt chart format, aligned with Rand Water’s timelines
    • Organogram and proposed team list, including internal/external resource allocation
    • List of owned or leased plant and equipment available for immediate deployment
    • Records of at least three similar completed projects in the last five years
    • CSD registration number and SARS tax compliance status

    All submissions must be made exclusively via Rand Water’s Online Bids Application—email, fax, or postal submissions will not be accepted.

    Evaluation Process: Three-Stage Assessment with 70% Threshold

    Rand Water will evaluate bids in three phases:

    1. Pre-Qualification & Responsiveness Check: Verification of mandatory documents and compliance
    2. Functionality Evaluation (100 points):
      • Human Resource Capacity (25 pts)
      • Equipment and Resource Readiness (25 pts)
      • Past Performance & Safety Record (25 pts)
      • Project Programme Quality (25 pts)
      • Minimum 70 points required to advance
    3. Price and Preference Scoring:
      • 80 points for price (lowest compliant bid = 80)
      • 20 points for B-BBEE status level (Level 1 = 20 pts, Level 2 = 18 pts, etc.)

    Rand Water reserves the right to apply a financial tolerance range to eliminate unrealistically high or low bids.

    • Bid Validity: 90 days from closing date
    • No briefing session will be held
    • Late or non-compliant submissions will be disqualified

    All pricing must be in South African Rand (ZAR), inclusive of VAT, and based on the provided Bill of Quantities (BoQ). Quantities are indicative—final payment will be based on actual measured work completed.
