The Border Management Authority (BMA) has issued a Request for Expression of Interest (EOI) under reference number H004L2609OTH00127 to establish a pre-qualified panel of contractors for maintenance, repairs, replacement, and facility management services across its national infrastructure. The panel will operate for 36 months, with an option to extend for an additional 24 months, on an “as and when required” basis. Applications close at 11:00 on Wednesday, 18 February 2026, and must be submitted electronically via the eTenders portal.
This opportunity is open exclusively to Construction Industry Development Board (CIDB)-registered contractors with a grading of 1 to 5 or higher, including potentially emerging enterprises that meet BMA’s empowerment criteria. Services will be deployed across four regions—Northern, Eastern, Central, and Southern—covering over 20 border posts, airports, harbours, and BMA offices nationwide.
Scope: Nationwide Facility Maintenance Across All BMA Sites
Selected contractors will deliver a broad range of maintenance and facility management services, including but not limited to:
- General building repairs (GB) and civil engineering works (CE)
- Electrical (EB/EP), mechanical (ME), and plumbing (SN) systems
- Fire prevention (SF), glazing (SG), structural steelwork (ST), and roofing (SM)
- Landscaping (SH), waste management (WM), vector control (VC), and cleaning services (CS)
Work may be executed using labour-intensive methods, with local recruitment prioritised in project communities. Contractors must be prepared to respond to urgent, ad-hoc requirements across BMA’s operational footprint—from Beitbridge and OR Tambo Airport to Cape Town Harbour and Nakop.
Eligibility: CIDB Registration and Compliance Requirements
Only contractors meeting the following criteria may apply:
- Valid CIDB registration in Grade 1 to 5 or higher in one or more relevant construction classes (e.g., GB, CE, ME, SF, SN, etc.)
- Active CIDB status at time of submission—BMA will verify using the provided CIDB number
- Submission of a SARS Tax Compliance PIN and CSD registration number (MAAA)
- Valid COIDA, FEM, and RMA certificates or letters of good standing
- Confirmation that no directors/shareholders are listed on the Register for Tender Defaulters
- Completion of all required SBD forms (SBD1, SBD4) and the Compulsory Enterprise Questionnaire
Joint ventures are permitted, provided the lead partner holds the required grading in all applicable classes and all parties are CIDB-registered.
Regional Coverage and Class-Specific Bidding
Applicants must specify which BMA regions they can serve: Northern, Eastern, Central, or Southern—or all national sites. They must also clearly indicate their active CIDB construction classes by marking “YES” or “NO” for each relevant category (e.g., GB, CE, SF, SN, WM, VC, etc.). Leaving any selection blank will result in disqualification.
Bidders may apply in one additional CIDB class below their registered grading, but BMA reserves the right to appoint contractors only in categories where they demonstrate proven capacity.

All expressions of interest must be submitted exclusively via e-submission on the National Treasury eTenders portal. No hard copies, emails, faxes, or postal submissions will be accepted.

- Initial all handwritten corrections
- Ensure bid forms are signed by an authorised representative with proof of authority (e.g., board resolution)
Late submissions will be automatically disqualified.
