Scope of Legal Services
Successful firms will deliver comprehensive legal support across specialized areas:
- Litigation and Advisory: Handling debt recovery, municipal contract disputes, civil claims, and fraud-related criminal matters
- Labour and Administrative Law: Managing employment relations, legislative interpretation, and constitutional law issues
- Commercial and Contract Law: Drafting, reviewing, and managing contracts, as well as providing advisory and intermediary services
- Conveyancing and Research: Conducting legal research and applying relevant legislation and international regulatory instruments
Key Evaluation Criteria
Bids will be assessed in two stages, with a minimum of 70% required in Stage 1 (Functionality) to proceed:
- Previous Experience (30%): Submission of six signed reference letters from clients, supported by corresponding appointment letters
- Capacity and Expertise (40%): A team of at least two professionals with minimum five years of post-admission experience, certified qualifications (not older than 3 months), and proof of registration with the Legal Practice Council
- Project Execution Plan (30%): A detailed methodology aligned with the Terms of Reference, featuring clear milestones and timeframes
Preference and Specific Goals
The 80/20 preference point system will apply, with 20 points allocated to socio-economic goals including HDI equity ownership (10 points), youth enterprises (2 points), women-owned enterprises (2 points), disability ownership (2 points), and rural enterprises (2 points).

Mandatory Submission Requirements
Bidders must submit:
- A valid SARS Tax PIN and CSD report
- Certified Fidelity Certificate and proof of registration with the Legal Practice Council
- Certified copies of qualifications and detailed CVs of key personnel
- Completed SBD forms and a signed Declaration of Interest (MBD 4)
- Proof of municipal rates clearance (not older than one month)
