The National Radioactive Waste Disposal Institute (NRWDI) invites quotations for the provision of two security guards to provide 24-hour on-site manned guarding at its Midrand building.
This Request for Quotation (RFQ), referenced as NRWDI/FAC/2026-05, seeks to appoint a service provider to secure the premises around the clock. Quotations close on 07 August 2026 at 11:00.
Scope of Work
The appointed service provider will be responsible for:
- 24/7 On-Site Guarding: Two PSIRA-registered Grade C security officers, one for the day shift and one for the night shift.
- Equipment: Both guards are to be equipped with two-way radios and RF tag/geo-location tracking, billed monthly.
- Operational Date: The security services must be fully provided and operational by 31 August 2026.
Mandatory Requirements (At Closing Stage)
To be considered, bidders must comply with all mandatory requirements at the closing stage. Failure to do so will lead to disqualification:
- Complete Quotation: Quote fully according to the price structure and scope of work.
- Punctuality: Quotation must be sent before the closing time and date.
- Reference Letters: Submit a minimum of three verifiable reference letters (not linked or conflicted with the bidding company) from previous or current clients.
- PSIRA Registration: Submit proof of valid PSIRA registration for the security firm and the security guards.
- COIDA Compliance: Submit proof of a valid COIDA Letter of Good Standing.
- Ownership Documentation: Submit ID copies of the owners/directors of the bidding company.

Evaluation Process
The RFQ will be evaluated in three phases:
- Mandatory Requirements (At Closing Stage): Compliance with the above is essential.
- Price and Specific Goals: Compliant bidders will be evaluated on price (80 points) and specific goals (20 points) using the 80/20 preference point system. Points will be awarded for enterprises owned by Black People and Women.
- Mandatory Requirements (At Award Stage): Bidders must be tax compliant and not listed on the Register of Restricted Suppliers or Tender Defaulters Register.
