The City of Mbombela invites suitably qualified and experienced service providers to submit bids for catering services for its Men’s Empowerment Programme, an event scheduled to take place on 18 and 19 August 2026.
This Request for Quotation (RFQ), referenced as COM96/2026, seeks a service provider to deliver professional catering for approximately 1,200 male employees over two days at the Mbombela Stadium Shed. Quotations close on 07 August 2026 at 11:00.
Scope of Work and Menu
The appointed service provider will be responsible for providing breakfast and lunch for approximately 600 attendees per day .
Breakfast (Day 1 & 2, 1200 pax) :
- Assorted sandwiches (brown and white bread), scones, muffins, coffee, tea (Five Roses & Rooibos), fresh milk, powder milk, brown and white sugar, sweetener, and fruit juice.
Lunch (Day 1 & 2, 1200 pax) :
- A traditional spread including pap, samp, dumpling, and a selection of meats (mathumbu/cow intestines, cowheel, chicken feet, stewing beef/beef curry, karapawa, cowhead, hard-body chicken, soft chicken), morogo, two vegetables, two salads, and malva pudding with custard.
Beverages :
- 2,400 bottles of still water (500ml), 600 assorted soft drinks (330ml), and 600 assorted 100% fruit juices (330ml).
Mandatory Requirements
To be considered, bidders must submit the following compulsory documents:
- Valid Tax Compliance Status (TCS) Pin.
- Proof of company registration.
- Certified copies of Identity Documents for all business directors.
- Full CSD registration report (not older than 30 days; summary reports will not be accepted).
- Proof of Experience: At least one certified copy of an appointment letter/purchase order with a certified reference letter for catering services for over 200 people.
- Certificate of Acceptability (CoA): A certified copy for basic food safety and hygiene issued by Ehlanzeni District Municipality or equivalent, in the name of the business director/culinary leader.
- Project Leader’s Credentials: Certified copy of qualification (minimum certificate in food handling/preparation), certified ID copy, and a comprehensive CV with minimum three years’ relevant experience. If the project leader is not employed by the bidding entity, a consent letter is required.
- Municipal Compliance: Current municipal rates and taxes statements for the business and each active director.

Evaluation and Preference Points
Bids will be evaluated using the 80/20 preference point system, with 80 points allocated for price and 20 points for specific goals. Preference points will be awarded on a pro-rata basis for enterprises owned by historically disadvantaged persons, including Black-owned, women-owned (≥30%), youth-owned (≥30%), and people living with disability-owned (≥30%) entities. An additional 5 points are allocated for EMEs located within the Mbombela area.
