The Human Sciences Research Council (HSRC) invites suitably qualified audit service providers to submit quotations for the provision of audit services for its CDC grant. The audit covers Year 6 of Grant 2302 Cooperative Agreement for the period 1 April 2025 to 31 March 2026.
HSRC Seeks Audit Service Provider for CDC Grant
The HSRC is a Schedule 3A national public entity established in 1968 to undertake, promote and coordinate research in the human and social sciences. The organisation receives funding from the CDC through a Cooperative Agreement and requires an audit service provider to conduct the annual audit for the grant.
Scope of Audit Work and Requirements
The successful auditor will be responsible for:
- Conducting the audit in accordance with GAGAS (Generally Accepted Government Auditing Standards)
- Determining whether financial statements are presented fairly in accordance with generally accepted accounting principles
- Performing procedures to obtain an understanding of internal control over federal programs
- Testing compliance with federal statutes, regulations and terms of federal awards
- Following up on prior audit findings
- Completing and signing the data collection form
The audit will be conducted at the HSRC Pretoria office, though most audit activities can be done hybrid. The audit must be completed within a month, with the final report due by 10 December 2026.
Mandatory Requirements for Bidders
Bidders must submit the following compulsory information:
- Comprehensive company profile including CIPC registration certificates and evidence of authorisation to conduct audits on federally funded cooperative agreements
- Audit methodology to be followed with dedicated resources
- List of staff assigned to the engagement with professional qualifications, experience and one-pager profiles
- Breakdown of hourly tariffs inclusive of VAT for each staff level
- Comprehensive budget inclusive of VAT
- Written reference letters from previous clients related to CDC, federal funded or similar projects not older than 2 years
- Proof of Audit Status with IRBA or the Office of the Regional Inspector General per 45 CFR 75.509
Functional Evaluation Criteria and Scoring
Bidders will be evaluated on functionality with a minimum qualifying score of 70% to be eligible for the next evaluation stage. The criteria include:
- Written reference letters from previous clients (20 points)
- Capacity including proposed team’s collective years of auditing experience and team lead expertise (30 points)
- Experience in internal control and financial systems evaluation (10 points)
- Methodology including approach and project plan with clear timelines (40 points)
Price and Preference Point Evaluation
The 80/20 preference point system will apply, with 80 points allocated for price and 20 points for specific goals.
