Thulamela Local Municipality invites prospective service providers to submit bids for the supply and delivery of environmental education awareness campaign promotional materials.
Thulamela Municipality Seeks Promotional Materials Supplier
The municipality requires a reliable supplier to provide branded promotional materials for its environmental education awareness campaign. The campaign aims to promote environmental responsibility and community engagement across the Thulamela area.
Scope of Work and Product Requirements
The successful bidder will be required to supply and deliver:
- One 4m x 4m branded frame tent with Thulamela Municipality colours, logo printed on canopy and side panels with environmental awareness messages
- Four telescopic banners displaying different environmental messages
- Three pull-up banners with full-colour digital printing
- One standing banner with frame for indoor use
- Five black foldable tables with steel frames
- Four branded tablecloths in municipal colours with logo and environmental messages
Environmental messages to be utilised include #KeepThulamelaClean, #ClimateChangeIsReal, #ReduceReuseRecycle and #OurEnvironmentOurFuture.
Mandatory Requirements for Bidders
Bidders must submit the following compulsory documents:
- Tax Compliance Status Letter or Tax Compliance PIN
- Company registration documents (CK)
- Proof of registration on Central Supplier Database (CSD)
- Proof that municipal rates and taxes for company and directors are not in arrears for more than three months
- Valid lease agreement where applicable
- Official letter from local municipality if services are not billed
- Completed and signed MBD forms (1, 4, 6.1, 8 and 9)
Price and Preference Point Evaluation
The 80/20 preference point system will apply, with 80 points allocated for price and 20 points for specific goals. Preference points will be awarded for 100% Black ownership (10 points), 100% Women ownership (5 points), Youth (3 points) and Disability (2 points).
Key Submission Requirements
Bidders must note:
- Bid documents must be completed in black ink and hand delivered or couriered
- The offer must remain valid for 90 days after the closing date
- No faxed or emailed bids will be accepted
- Bids must be submitted on the official documentation provided by the municipality
- Artwork must be approved by the municipality prior to final production

How to Submit Your Bid
Submit your completed bid document in a sealed envelope marked with the bid number and description to the Bid Box at the front entrance of Thohoyandou Civic Centre, Old Agriven Building, Thohoyandou, before 29 September 2026 at 11:00. Late bids will not be accepted.
