The Gauteng Growth and Development Agency (GGDA) invites qualified contractors to apply for a three-year panel appointment covering multiple maintenance work classes. This strategic procurement initiative aims to establish a pre-approved pool of service providers ready to deliver infrastructure maintenance across GGDA’s portfolio.
Tender Overview and Scope
This open tender, reference GGDA/03/2026-27/MAINTENANCE PANEL, targets contractors registered with the Construction Industry Development Board (CIDB) at grading levels 1 to 5. Eligible work classes include Civil Engineering (CE), Electrical Building (EB), Electrical Power (EP), General Building (GB), Mechanical Engineering (ME), Structural Ironwork (SI), and Structural Steelwork (SQ).
Key Submission Requirements
- CIDB registration certificate matching the applicable class and grading
- Certified NQF Level 6 qualification for at least one director or manager in construction-related fields
- Completed Standard Bidding Documents (SBD 4 and SBD 6.1)
- Valid Central Supplier Database (CSD) registration with active status
- Audited financial statements for the previous two financial years
Evaluation Process Structure
Bidders will undergo a four-stage assessment: administrative compliance, mandatory pre-qualification, functionality evaluation (minimum 80-point threshold), and preferential procurement scoring under the 80/20 system. Only contractors meeting all mandatory criteria and functionality thresholds will proceed to the RFQ project stage.
Post-Appointment RFQ Mechanism
Panel appointment does not guarantee work allocation. Successful bidders will receive project-specific Requests for Quotation based on CIDB class, grade, and project scope. Only contractors whose grading aligns with or sits one level above project requirements will be invited to quote, ensuring fair opportunity distribution.
