The National Heritage Council of South Africa (NHC), a Schedule 3A public entity under the Department of Sport, Arts and Culture, has issued a Request for Quotation (RFQ) under reference number RFQ NHC/2025/26/048 for the procurement of a two-year subscription to Microsoft 365 Business Standard and Microsoft Teams Room licenses. The licenses support 120 users across NHC’s national offices, enabling secure communication, collaboration, cloud storage, and virtual meetings. Submissions must be emailed by 11:00 on Friday, 27 February 2026, to procurement@nhc.org.za.
This is a time-sensitive opportunity with a narrow response window—suppliers are urged to act promptly and ensure full compliance.
Scope of Supply: Enterprise Collaboration Tools for Heritage Preservation
The successful service provider will supply:
- 120 x Microsoft 365 Business Standard licenses (including Word, Excel, PowerPoint, Outlook, Teams, 1TB OneDrive storage per user, and business-class email)
- 1 x Microsoft Teams Room Standard license for large boardroom video conferencing
- Full technical support, activation, and user onboarding
- Compliance with Microsoft’s licensing terms and South African data residency requirements
Licenses must be active from April 2026 for a continuous 24-month period.
Mandatory Submission Requirements
To be considered, quotations must include:
- A formal quote on company letterhead with firm, VAT-inclusive pricing per item and total
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Confirmation that the quoted solution is genuine, licensed, and sourced through Microsoft-authorized channels
Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions will be evaluated.
