The South African Forestry Company Limited (SAFCOL) has issued a Request for Quotation (RFQ) under reference number RFQ/110/256/2025 for the appointment of a service provider to execute paving works at the Shanzha Skills Development Centre near Pfananani Creche in Venda, Limpopo. The project supports SAFCOL’s community development and skills upliftment initiatives in the region. Submissions must be emailed by 12:00 on Tuesday, 3 March 2026, to RFQHighveld@safcol.co.za.
A compulsory site briefing and inspection will be held on 24 February 2026 at 11:00 at the Shanzha Village site—attendance is mandatory for all bidders.
Project Overview: Infrastructure for Community Skills Development
The Shanzha Skills Development Centre is a key SAFCOL-supported facility aimed at equipping local youth with vocational and technical skills. The paving scope includes external hardstanding, access roads, walkways, and stormwater integration to ensure safe, all-weather access and operational functionality. This civil works contract is part of SAFCOL’s broader commitment to rural infrastructure and enterprise development.
Scope of Work: Labour and Material Paving Contract
The successful service provider will deliver:
- Earthworks and site preparation
- Installation of paved surfaces using concrete or interlocking pavers as per plans
- Stormwater drainage integration, including channels and inlets
- Provisional sums for community liaison office (CLO) support
- Compliance with all municipal and environmental regulations
All work must be completed within the agreed timeframe and align with the Bill of Quantities (BOQ) and site layout plan provided in the tender documents.
Mandatory Requirements and Documentation
To be considered, quotations must include:
- A formal quote on company letterhead with firm, VAT-inclusive pricing
- Valid SARS Tax Clearance Certificate or compliance PIN
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate (SANAS-accredited) or sworn affidavit for EME/QSE status
- Company CK documents (registration proof)
- Certified ID copies of all directors or owners
- Completed SAFCOL Supplier Code of Conduct declaration
Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.
Evaluation Criteria: Functionality and 80/20 Preference System
Quotations will be assessed using the 80/20 system:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including:
- Locality: Points for businesses based in Limpopo, Vhembe District, or Shanzha Village
- Ownership: Additional points for Black, women, youth, or disability-owned enterprises
Only complete, responsive, and compliant submissions from bidders who attended the compulsory site visit will be evaluated.
