South African National Parks (SANParks) has issued a Request for Quotation (RFQ) under reference number TK76/2025 for the appointment of a panel of contractors to supply and install high-security burglar bars across facilities in the Tsitsikamma Section of the Garden Route National Park, Eastern Cape. The contract covers staff houses, offices, chalets, ablution blocks, and storage units, with work executed on an “as and when required” basis over a one-year term. Submissions must be emailed by 11:00 on Tuesday, 3 March 2026, to tsitsikammarfqs@sanparks.org.
A compulsory site meeting will be held on 24 February 2026 at 11:00 at the Technical Services Stores, Stormsriver Mouth—attendance is mandatory for all bidders.
Scope of Work: Security Enhancement Across Park Facilities
The successful contractor(s) will:
- Supply and install Jumatrell or equivalent approved burglar bars on windows and doors
- Conduct on-site measurements prior to fabrication (BOQ sizes are indicative only)
- Use 12mm square or round bars, tamper-proof fasteners, and rust-inhibiting powder-coated finishes
- Ensure compliance with fire egress, building regulations, and SANParks safety standards
- Provide all labour, tools, transport, supervision, and incidentals
All installations must be completed within agreed timeframes following individual work orders.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Three (3) written client references for similar burglar bar installations
- Proof of occupational health and safety compliance (OHS policy, risk assessments, appointments)
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be assessed using a two-stage process:
- Functionality Review: Based on technical methodology, past performance, resource capacity, and OHS compliance
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including:
- 10 points: Locality within 100km of Tsitsikamma National Park
- 10 points: Black, women, youth, or disability ownership
Only responsive, compliant, and qualified bidders who attended the compulsory site meeting will be considered.
