The Johannesburg Development Agency (JDA) has issued a Request for Quotation (RFQ) under reference number JDAFAC-UNIFORM/02/2026 for the manufacturing, supplying, and delivery of branded uniforms and safety clothing for its staff at The Bus Factory in Newtown, Johannesburg. This is a once-off procurement requiring high-quality, locally manufactured garments that meet occupational safety standards and feature official JDA and City of Johannesburg branding. Submissions must be hand-delivered by 12:00 on Tuesday, 10 February 2026, to the JDA offices.
A compulsory briefing session will be held on 6 February 2026 at 10:00 at the JDA Auditorium—attendance is mandatory for all bidders.
Scope of Supply: Branded Workwear and Safety Gear
The successful supplier will deliver a range of items, including:
- Branded micro fleece jackets, insulated jackets, and utility shirts
- Safety rubber gloves, anti-static socks, and protective headwear
- Combat-style uniforms for security personnel
- All items must feature embroidered JDA and City of Johannesburg logos in white thread
All clothing must be new, unused, SABS-compliant, and manufactured in South Africa. Pricing must include transportation, embroidery, and full delivery to The Bus Factory.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Proof of local manufacturing capability in South Africa
- Completed Standard Bidding Documents: MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points), and MBD 6.2 (Local Content)
- Sample images or physical swatches of similar uniforms (if requested)
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: Experience, Compliance, and Local Content
Quotations will be scored based on:
- Technical compliance and local content (50 points): Minimum 5 relevant contracts in uniform/safety clothing supply
- Price competitiveness (80 points): Lowest compliant = 80; others scored proportionally
- Preference points (20 points): Allocated per the 80/20 system for Black, women, youth, and disability ownership
Only complete, responsive, and compliant submissions will be evaluated.
