CEF (Pty) Ltd has issued a Request for Quotation (RFQ) under reference number ELE/02/2026 for the appointment of a qualified electrical service provider to support operations at CEF House in Sandton, Johannesburg, over a 12-month period. The scope includes on-demand fault diagnosis, repairs, installations, and compliance with all statutory electrical regulations. Submissions must be emailed by 12:00 on Monday, 16 February 2026, to scm-pmu@cefgroup.co.za.
A compulsory briefing session will be held on 12 February 2026 at 13:00 at CEF House—attendance is mandatory for all bidders.
Scope of Work: On-Demand Electrical Support at CEF House
The successful service provider will deliver responsive electrical services, including:
- Emergency call-outs for power failures, tripping circuits, and equipment faults
- Routine maintenance of distribution boards, lighting, and socket outlets
- New installations and upgrades in line with SANS 10142-1
- Issuance of valid Certificates of Compliance (CoCs) for all completed work
- Adherence to OHS Act, COIDA, and CEF’s internal safety protocols
All work must be performed by registered electricians with valid Department of Labour registration and ECSA accreditation for supervisory roles.
Mandatory Requirements and Documentation
Bidders must submit the following to be considered:
- Valid SARS Tax Compliance PIN
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Public liability insurance to the value of R500,000
- ECSA registration for the proposed Project Manager (NQF 7 in Electrical Engineering required)
- Completed Standard Bidding Documents: SBD 1, SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim)
- Completed pricing schedule in Excel format (fixed lump-sum pricing only—no hourly rates)
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions from bidders who attended the compulsory briefing will be evaluated.
