    The Eastern Cape Department of Social Development and Special Programmes has issued an open tender for the appointment of a service provider to provide cleaning and hygienic services at the Ezibeleni Outreach Centre in the Chris Hani District.     Scope of Work

    The successful bidder will render cleaning and hygienic services for the entire Ezibeleni Outreach Centre facility. Key requirements include:

    • Providing cleaning equipment, material, garden equipment, and transport for staff.
    • Cleaning services to take place 7 days a week from 07h00 to 20h00.
    • Cleaning of 2 bathrooms, 5 showers, 14 toilets, 1 dormitory, 1 main bedroom, 1 staff room, 4 kitchens, 1 gym, 1 hair salon, 2 reception areas, 1 computer room, 1 dining hall, 7 bedrooms, 15 offices, 1 TV room, 1 archive, 1 linen room, 3 craft rooms, 2 stock rooms, 1 server room, 1 play therapy room, 1 group therapy room, 1 sick bay, and 1 educate room.
    • Gardening services for flower beds, lawns, and courtyard.
    • Daily, weekly, twice a month, monthly, half-yearly, and quarterly cleaning tasks as specified.
    • Supply and installation of soap dispensers, sanitary pad bins, and rodent bait stations.
    • Fumigation and pest control services quarterly.
    • Medical waste removal and disposal.
    • Provision of 2-ply SABS approved toilet paper.
    • Cleaning of GG vehicles.
    • Supervisor to report to the Centre Manager and submit monthly cleaning site reports.
    • Health and safety plan submission within one month of signing the contract.
    • Criminal record clearance and TB screening for all employees deployed at the centre.
    • Subcontracting a minimum of 30% of the contract value to targeted designated groups where possible.

    Mandatory Documents Required

    Bidders must submit several mandatory documents, including:

    • Completed and signed SBD1 and SBD4.
    • Signed Joint Venture/Consortium agreement with roles and responsibilities (if applicable).
    • Proof of CSD registration of the Joint Venture/Consortium as a single entity (if applicable).
    • Completed Annexure C and D.
    • Proven track record of a minimum of one year’s experience in cleaning and gardening services.
    • Copy of a signed contract, purchase order, or award letter and a letter from an institution confirming satisfactory cleaning and garden services.
    • Salaries of cleaners in accordance with Sectoral Determination 1 of the Department of Labour.
    • Valid Tax Compliance Status PIN.
    • CSD registration.
    • Bank rating certificate.
    • Company registration documents.
    • Certified ID copies of directors.
    • B-BBEE certificate or sworn affidavit.

    Evaluation Criteria

    The bid will be evaluated in two stages. Stage 1 is pre-qualification criteria, where bidders must meet all mandatory requirements to proceed. Stage 2 is evaluation as per PPPFA using the 80/20 preference point system, with 80 points for price and 20 points for specific goals. Specific goals include gender (women ownership) 6 points, no franchise (black ownership) 1 point, disability 4 points, locality (Chris Hani District) 3 points, and youth 6 points. Bidders must complete SBD 6.1 to claim preference points.
