Stellenbosch Municipality invites qualified service providers to tender for electrical labour and ad hoc armed security services for infrastructure safeguarding in the Greater WCO24 area. This three-year contract (B/SM 20/27) runs until 30 June 2029, offering contractors a substantial opportunity in the Western Cape.
Tender Overview and Contract Duration
The tender comprises two distinct parts: electrical labour services and private armed security provision. Bidders may bid on both parts if suitably qualified, or on a specific part. All rates for the chosen part must be completed in full. The contract period ends 30 June 2029.
Part 1: Electrical Labour Scope
The appointed contractor will provide qualified personnel for LV and MV electrical network installation, maintenance, and service connections. Key requirements include:
- Trenching, cable laying, and streetlight pole installation
- Service connection installations and network maintenance
- Compliance with NRS and SANS codes
- Own tools, equipment, and protective clothing
- Key personnel including qualified artisan electricians, semi-skilled artisans, welders, and general workers
Part 2: Armed Security Service Requirements
The security service provider must safeguard municipal infrastructure during construction and loadshedding. Requirements include:
- PSIRA registration and firearm competency certificates
- Grade A accredited security officers
- Site Operations Manager with three years specialised experience
- 24-hour armed guarding capability
- Control room communication link with Stellenbosch Municipality
Compulsory Virtual Clarification Meeting
A compulsory clarification meeting will be held via Microsoft Teams on Thursday, 01 October 2026 at 09:00. Tenderers must forward contact details to Bernie Kwago at Bernie.Kwago@stellenbosch.gov.za by 29 September 2026 at 09:00 to receive the meeting link. Non-attendance disqualifies bidders.
Evaluation Criteria and Preference Points
This tender is evaluated on the 80/20 preference point system:
- Price: 80 points
- B-BBEE status level: 10 points
- Locality (within WC024): 10 points
The municipality reserves the right not to accept the lowest bid. A Service Level Agreement will be signed with the successful bidder.
