The Parliament of the Republic of South Africa has issued an open Request for Bid (B9/2026) for the supply and delivery of confectionery and pastry items. This strategic three-year, as-and-when-required contract aims to provide high-quality, locally produced baked goods to Parliament’s four precinct restaurants, serving Members of Parliament, staff, and dignitaries daily.
Scope of Supply
The successful bidder will supply and deliver a wide range of products including bread, cakes, pastries, croissants, doughnuts, muffins, scones and tarts.
Key delivery requirements include:
- Products must be locally produced in South Africa
- Freshly produced products delivered in suitable closed vehicles at room temperature
- Products must be labelled with “best by date” on packaging
- Product name, ingredients, net quantity, storage conditions and manufacturer details must appear on packaging
- Delivery within 24 hours of official purchase order
- Products must comply with the Agricultural Products Standards Act and food hygiene regulations
Compulsory Briefing Session
A virtual, compulsory briefing session will be held to clarify technical specifications and submission procedures. Attendance and registration are mandatory; failure to attend will result in immediate disqualification.

Mandatory Requirements for Bidders
Bidders must submit the following mandatory documents:
- Minimum of three positive references from similar work in the past three years
- Letter from a financial institution or audited financial statements
- Valid proof of ownership or lease agreement for closed delivery vehicle
- Valid Certificate of Acceptability (COA) for food business
- Details of a manager with minimum five years’ experience in similar projects
- References from current or previous clients
- Completed and signed Addendum A by references
