The National Empowerment Fund (NEF) has issued a Request for Proposal (RFP 08/2026/2027) for Head Office Refurbishment Services. This strategic procurement aims to optimize the newly acquired Sandton office space, creating a conducive, ergonomic, and highly functional working environment for NEF staff and stakeholders.
Scope of Work
Ground Floor West Wing:
- Creation of an IST Department enclosure using drywall and frosted glass panels
- Installation of a kitchenette with door, staff eating or pause area, plumbing point for sink and mixer, and kitchen splashback
- Construction of six small manager offices (approximately 2.5sqm x 2.3sqm) with full finishing including air conditioning, manager workstation, plug points, and acoustics panels
Second Floor East Wing:
- Demolition of existing offices, storage, and a small office to create more open plan space
- Construction of six small manager offices with full finishing
- Creation of open plan office space for 28 to 34 staff members with full office fit-out
- Creation of a central printing station
First Floor East Wing (293m²):
- 10-Seater meeting room, 8-Seater meeting room, and 6-Seater meeting room
- Open plan areas for Post-Investment Unit (16 people), Strategy and Planning (4 people), and TWR (8 people)
- Three small manager offices
- Enclosed kitchenette and staff eating area or pause area
Kitchens and Dining Areas:
- Creation of enclosed kitchens using dry-wall partitioning across all five kitchens
- Internal doors to separate kitchen areas from open-plan workspaces
- Minor refurbishment of existing kitchen cupboard doors and handles
- Revised flooring to suit the new kitchen look
Office Preparation and Fit-Out:
- Minor building works including partitioning, ceilings, flooring, painting, and finishes
- Electrical works including lighting, power points, and distribution boards
- HVAC adjustments to support new layouts
- Installation of fixtures, fittings, and finishes
Additional Requirements:
- Reception enclosure drywall of 14.8sqm with glass door interleading to open-plan workspace
- Dedicated printer station with built-in storage
- Compliance with emergency and safety regulations
- Integration of sufficient lighting, HVAC, electrical circuits, and power points
- Professional finishes and aesthetically cohesive design
- Space planning and design layouts (2D or 3D) aligned with headcount and functional needs

- Valid Tax Status PIN document
- CIDB registration (2 General Building grading or higher)
- COIDA Letter of Good Standing from Department of Labour
- CVs and certified copies of qualifications (not older than 3 months) for proposed site manager
- Minimum three client reference letters with contact details
- Copies of affiliations and professional body registrations
- Employment equity details and ownership percentages (Black, Black women, Youth)
- Comprehensive pricing schedule including all rates, costs, and fees including VAT
Non-Compulsory Briefing Session
A site briefing will be held to allow prospective bidders to assess the workspace requirements firsthand. While attendance is not mandatory, it is highly recommended to ensure full comprehension of the project scope and technical specifications.

Submission Requirements
Proposals will undergo a rigorous evaluation process utilizing the 80/20 preference point system, with specific goal points allocated for black ownership, women’s ownership, youth ownership, and the promotion of SMMEs. Bidders must ensure all documentation is properly filled, fully signed, and submitted in PDF format by the strict cut-off time. Late, hand-delivered, or faxed submissions will not be considered.
