A non-compulsory briefing session will be held on 18 September 2026 at 11:00 at the G4 Auditorium . All technical and procedural queries must be submitted in writing by 22 September 2026.
Comprehensive Scope of Civil Works
The project involves extensive civil engineering work executed in two phases, to be carried out on an operational facility . Key deliverables include:
- Site Establishment and Earthworks: Contractor’s site compound set-up, bulk and restricted excavations for concrete plinths and transformer bays, with compaction of subgrade to 93% and 95% of modified AASHTO density
- Concrete and Structural Works: Construction of reinforced concrete plinths for 14 container-mounted generators, a transformer bund, and a cable trench system using precast portal culverts, with 10MPa blinding and 30MPa structural concrete
- Yard Surfacing and Drainage: Geotextile installation, 100mm crushed stone surfacing, and a 110mm PVC stormwater drainage system
- Perimeter Security Fencing: Supply and installation of 2.4m high anti-climb galvanized mesh fencing with saw-tooth spikes, including a 5m sliding vehicle gate and a 1m pedestrian gate
Mandatory Pre-Qualification Requirements
Bidders must submit the following documents to be considered:
- A valid letter of good standing with the Compensation Fund
- Proof of CIDB grading (minimum 3CE) through the official register
- Active professional registration for the Construction Manager (ECSA or SACPCMP)
Evaluation Criteria
Tenders will be assessed using the 80/20 preference point system . The functionality evaluation (100 points) requires bidders to score a minimum of 70 points to proceed. Company experience (50 points), resource experience (30 points), and commitment to project timelines (20 points) are the key evaluation areas.
