    SAPS Tender: Cell Block Repairs at Crystal Park Station

    The South African Police Service has published an open tender for the appointment of a contractor to undertake comprehensive repair and renovation works on the cell block at Crystal Park Police Station in Benoni, Gauteng.

    Scope and Technical Requirements

    The project involves a multi-trade renovation of the detention facility, requiring integrated services across several disciplines. The scope includes:

    • Masonry: Removal and repair of damaged concrete ceilings, walls, floors; plaster finishing; and floor screeding
    • Plumbing: Replacement of water and sewer reticulation; installation of vandal-resistant stainless steel toilet pans, concealed flush masters, and thermostatic shower mixers
    • Electrical: Upgrade of conduit sleeving and wiring; installation of vandal-proof LED luminaires, isolators, and distribution boards; issuance of a Certificate of Compliance
    • Steel & Welding: Fabrication and welding of new cell door hinges, gate brackets, and overhead grills
    • Painting: Surface preparation and application of specified enamels and acrylic paints on metalwork and masonry
    • Occupational Health & Safety: Daily compliance monitoring, safety file maintenance, and PPE provision throughout the project

    CIDB Grading Requirement

    Bidders must hold a valid Construction Industry Development Board contractor grading of Grade 2GB (General Building Works) or higher. The “2GB” designation indicates proven capability to execute general building works with a contract value between R500,001 and R1 million.

    Compulsory Briefing Session

    Attendance at the compulsory site briefing is mandatory:

    • Date: Thursday, 17 September 2026
    • Time: 11:00
    • Venue: Crystal Park Police Station, 90 Longmore Drive, Benoni, Gauteng Province

    Failure to attend and obtain the signed certificate will result in disqualification.

    Mandatory Documentation

    Bidders must submit the following documents. Failure to provide any of these will result in disqualification:

    • Resolution of Board of Directors (T2.1.1) authorising a dedicated signatory
    • Compulsory Clarification Meeting Certificate (T2.1.2) signed by the SAPS representative
    • Declaration of Interest – SBD4 (T2.1.4)
    • Form of Offer and Acceptance (C1.1)
    • Priced Bill of Quantities (C2)
    • Schedule of Sub-Contractors (T2.1.3), if applicable
    • Preference Points Claim Form – SBD6.1 (T2.1.6)
    • CSD registration numbers and Tax Compliance Status PINs for the bidder and all subcontractors
    • Valid CIDB registration certificate (Grade 2GB or higher)

    Evaluation Criteria

    The tender follows the 80/20 preferential procurement system, with 20 points allocated for specific goals targeting historically disadvantaged individuals, women, youth, and persons with disabilities. A 5% retention security applies for contracts valued up to R1 million.
