The Western Cape Government, Department of Health and Wellness, has published a comprehensive tender for the provision of integrated services at the Western Cape College of Nursing, Southern Cape Campus in George for a three-year period.
Scope of Services
The tender covers two distinct sites with specific requirements:
Student Residence, Old Rundle College:
- Meal delivery service: Breakfast, lunch items (pre-packed by students), supper, and a meal booking system
- Cleaning and refuse disposal in public areas, kitchens, dining and ablution facilities, and student bedrooms
- Pest control and sanitary bin exchange and maintenance
- Facility management: Overseeing meals, cleaning, OHS compliance, asset and key management, room allocation, and safety standards
Nursing Campus, 1 Herrie Street:
- Cleaning and refuse disposal in public areas, kitchens, ablution facilities, and offices
- Pest control and sanitary bin removal
Staffing Requirements
The service provider must supply a dedicated team including:
- 1 x Facility Manager (Monday to Friday, 9am to 5pm)
- 4 x Cleaning staff (full-time, with weekend and public holiday coverage)
- Additional cleaning staff for deep cleaning (2 weeks mid-year and 2 weeks year-end)
- Relief staff for absences and leave
- Staff to cover the breakfast run (06h00 to 09h00) before the facility manager comes on duty
Meal Service Specifications
The meal delivery service is designed for a maximum of 100 students per year, operating 48 out of 52 weeks. The service provider must:
- Develop and implement a 5-week summer and winter menu cycle in accordance with the Provincial Meal Plan
- Provide daily main meals, weekly perishable food items (bread, milk, margarine, fruit, yoghurt), and monthly dry goods ration packs
- Accommodate special dietary requirements including diabetic, low-sodium, vegetarian, vegan, allergen-free, and religious diets (e.g., Halal)
- Deliver meals in 3-division disposable, recyclable containers with lids and food-grade sealing tape
- Maintain a valid Certificate of Acceptability (CoA) for the off-site kitchen and transport vehicles

A 10-minute allowance will be made; latecomers will be excluded. Attendance is mandatory.
Mandatory Documentation
Bidders must submit:
- WCBD1, WCBD3.2 (Pricing Schedules), WCBD4 (Declaration of Interest), and WCBD6.1 (Preference Claim Form)
- Valid Tax Clearance Certificate and B-BBEE Certificate
- Certificate of Acceptability (CoA) for the food preparation facility
- Proof of registration with COIDA and UIF
- Public Liability Insurance (minimum R3 million)
- Annexure B: Company profile (qualifications, experience, nearest office)
- Example of proposed 5-week summer and winter cycle menus
Evaluation Criteria
The tender follows the 80/20 preference point system. Bidders must demonstrate at least 5 years’ experience in catering in the public sector or hospitality industry. A functionality evaluation will assess proposed menus, staffing structures, and service delivery methodology.
