The Passenger Rail Agency of South Africa (PRASA) has published a Request for Quotation (RFQ) for the provision of comprehensive cleaning, hygiene, and horticultural services at four community stations in the Northern Gauteng Region for a 12-month period. This initiative forms part of PRASA’s strategic commitment to creating sustainable job opportunities within local communities while maintaining clean and safe station environments.
Tender Overview
PRASA invites suitably qualified and experienced service providers to submit quotations under tender number COMM-STAT/08/2026. The RFQ was published on Thursday, 27 August 2026, with a closing date of Thursday, 03 September 2026 at 12:00 PM. Services are required at four community stations: Pienaarspoort Station, Mamelodi Gardens Station, Eerste Fabrieke Station, and Saulsville Station.
The contract will be for a period of 12 months, and bidders are permitted to bid for more than one station. However, PRASA reserves the right to appoint different companies for different stations and may award one station per bidding company.
Scope of Work
The successful service provider(s) will be responsible for comprehensive daily cleaning, hygiene, and horticultural services for the entire station precinct and facilities. The scope covers:
- General cleaning and horticultural services
- Hygiene services including replenishment of consumables
- Deep cleaning services
- Emerging and re-emerging viruses disinfecting and decontamination of surfaces
Staff Deployment Requirements:
- Pienaarspoort Station: 7 staff (6 cleaners, 1 supervisor) on weekdays; 2 cleaners and 1 supervisor on Saturdays/public holidays
- Mamelodi Gardens Station: 6 staff (5 cleaners, 1 supervisor) on weekdays; 2 cleaners and 1 supervisor on Saturdays/public holidays
- Eerste Fabrieke Station: 8 staff (7 cleaners, 1 supervisor) on weekdays; 3 cleaners and 1 supervisor on Saturdays/public holidays
- Saulsville Station: 7 staff (6 cleaners, 1 supervisor) on weekdays; 2 cleaners and 1 supervisor on Saturdays/public holidays
Cleaning personnel shall be recruited strictly from communities located around or adjacent to the respective stations . Supervisory personnel may be recruited from outside the identified communities.

Functionality Evaluation Criteria
Bids will be evaluated in a staged approach, with a minimum threshold of 60% required for functionality evaluation.
- Company’s Track Record (35 points): Bidders must submit traceable appointment letters/contracts/purchase orders accompanied by reference letters, testimonials, or completion certificates for projects in the cleaning, hygiene, or horticultural sectors.
- Competency and Experience of Key Personnel (35 points): Supervisors must have Matric/NQF Level 4 or higher qualifications. One supervisor is required per station, and no duplication of supervisors will be accepted for scoring points .
- Financial Capability (30 points): Bidders must submit recent financial statements (2024-2025) prepared and signed by an Independent Registered Accounting Professional and signed by a Company Director.
Specific Goals and Preference Points
Bids will be evaluated using the 80/20 preference point system, with 20 points allocated for specific goals:
- Black Women Owned: Up to 4 points
- Black Youth Owned: Up to 4 points
- Black Owned: Up to 4 points
- Owned by Black People with Disability: Up to 4 points
- Companies operating in rural, underdeveloped, and local communities: Up to 4 points
Mandatory Documentation Required
Bidders must submit the following documents with their quotations:
- Price Schedule and Pricing Form completed strictly in accordance with the provided format
- Joint Venture, Consortium Agreement, or Partnering Agreement (if applicable)
- Proof of compliance with the latest gazetted labour rate for contract cleaners
- Valid Letter of Good Standing (COIDA)
- Valid SARS Tax Compliance Status PIN
- CSD supplier registration number
- Completed SBD 4 and SBD 6.1 forms
Submission Details
Quotations must be deposited in the bid box at 546 Paul Kruger Street c/o Scheiding Street, PRASA CRES Building, Pretoria Station Precinct, Pretoria by not later than 12:00 PM on Thursday, 03 September 2026 . Late or emailed submissions will not be accepted. Bidders using courier services must ensure their package is clearly labelled with the company name, contact details, and email address outside the package .
