Airports Company South Africa (ACSA) has published a Request for Proposals (RFP) for the supply, delivery, and commissioning of baggage trolley pushers and baggage trolley tow tractors at King Shaka International Airport (KSIA). This presents a significant opportunity for suppliers of specialised ground support equipment to partner with one of Africa’s leading airport operators.
Tender Overview
ACSA invites suitably qualified and experienced service providers to submit proposals under tender number KSIA/8089/2025/RFP. The RFP was published on Thursday, 27 August 2026, with a closing date of Wednesday, 30 September 2026 at 12:00 PM. Services are required at King Shaka International Airport in La Mercy, Durban, KwaZulu-Natal.
Scope of Work
The successful bidder will be responsible for the complete lifecycle provision of baggage trolley pushers and tow tractors, including:
- Procurement and transportation to the airport site
- Physical installation and functional testing
- Commissioning and formal handover
- Provision of complete technical documentation, maintenance manuals, spare parts lists, and warranty terms
Equipment must adhere to the following engineering and operational specifications:
- Dimensions, load ratings, materials, and corrosion resistance requirements as outlined in Annexure A for designated baggage trolley variants
- International Ground Support Equipment (GSE) standards featuring reinforced chassis, secure locking mechanisms, and ergonomic handles for safe manual handling
- Electric or zero-emission propulsion systems equipped with intelligent battery management, overload protection, and compatibility with airport charging stations
- Comprehensive performance validation including static and dynamic load testing, braking assessments, and electrical safety certification before acceptance
Mandatory Attendance and Documentation
Attendance at the compulsory briefing session and site inspection is required. The session will take place on Thursday, 10 September 2026 at 12:00 PM at the King Shaka International Airport MSO Building, Reception, Ground Floor.

- Declaration of Interest Form and Politically Exposed Persons declaration
- SBD 4 Bidder’s Disclosure Form
- SBD 6.1 Preference Points Claim Form
- Confidentiality and Non-Disclosure Agreement
- B-BBEE Certificate and Scorecard or QSE/EME Affidavit
- Tax Compliance Status Pin
- Certificate of Incorporation showing ownership split
- Central Supplier Database (CSD) Report
- Valid Letter of Good Standing in terms of COIDA or FEMA Insurance
- VAT Questionnaire
Functionality Evaluation Criteria
Bids will be evaluated using a staged approach. An overall minimum threshold of 60 points out of 100 must be achieved for the tender to be eligible for further evaluation on Price and Preference .
Company Experience (40 points):
- Provide three or more traceable reference letters or completion certificates showing successful delivery and commissioning of trolley retrievers, trolley pushers, golf carts, or baggage trolleys: 40 points
- Provide two reference letters or completion certificates: 30 points
- Less than two letters or irrelevant or no letter: 0 points
Technician Qualification (30 points):
- N4 or above in Mechanical/Electrical Engineering PLUS Trade Test Certificate as Electro-Mechanician, Millwright, Electrician, or Motor Mechanic: 30 points
- Trade Test Certificate only: 15 points
- Irrelevant or no qualification: 0 points
Technician Experience (30 points):
- Three years and above of experience in commissioning and testing, maintenance, or repairs of trolley retrievers, trolley pushers, or golf carts: 30 points
- Minimum of two years of experience: 15 points
- Less than two years of experience: 0 points
Evaluation and Preference Points
Bids will be evaluated using the 80/20 preference point system:
- Price: 80 points
- Specific Goals / Preference: 20 points
Preference Points Allocation:
- B-BBEE Status Level 1: 5 points
- B-BBEE Status Level 2: 4.5 points
- B-BBEE Status Level 3: 4 points
- B-BBEE Status Level 4: 3 points
- B-BBEE Status Level 5: 2 points
- B-BBEE Status Level 6: 0.5 points
- B-BBEE Status Level 7: 0.3 points
- B-BBEE Status Level 8: 0.1 points
- Black youth majority-owned entities: 5 points
- Black women majority-owned entities: 5 points
- Company majority owned by people with disabilities: 5 points
Bidders must provide original or certified copies of valid sworn affidavits or B-BBEE certificates from SANAS accredited rating agencies to support preference claims.

Submission Details
Bid documents must be submitted in printed format, both original and a copy, and deposited in the tender box at the Airports Company South Africa King Shaka International Airport, MSO Building, Ground Floor, Reception by not later than 12:00 PM on Wednesday, 30 September 2026. The tender deposit register must be completed and signed by the person depositing the bid documents. Late bids will not be accepted.
